- The Federal Protective Service, East Consolidated Contracts Group intends to acquire, under a HUBZone small business set-aside, security guard services at the following locations: 1110 N. Glebe Road, Arlington, VA; 601 N. Fairfax Drive, Alexandria, VA; 6295 Edsall Road, Alexandria, VA; 1800 S. Bell Street, Alexandria, VA; 901 D Street SW, Washington, DC; 1340 Braddock Place, Alexandria, VA; and 4601 Fairfax Dr., Arlington, VA. Offers from other than HUBZone small business concerns will not be considered. As an integral component of the FPS security effort, the contractor shall provide and maintain all management, supervision, manpower, training, equipment, supplies, licenses, permits, certificates, insurance, pre-employment screenings, reports, and files necessary to accomplish security guard services at these locations. This requirement is being solicited as a commercial item acquisition in accordance with FAR Part 12. It is anticipated that a single award, fixed price, indefinite quantity, indefinite delivery type contract will be established as a result of the solicitation. The contract will consist of one, twelve month base ordering period followed by four, twelve month, optional ordering periods. The NAICS code for this acquisition is 561612, Security Guard and Patrol Services. The size standard is $17 million. The RFP shall require the submission of a technical proposal as well as a price proposal. It is anticipated that the solicitation, RFP # HSCEMP-07-R-00005, will be released to the Federal Business Opportunities website on or about August 30, 2007. It is the contractor's responsibility to monitor the website for the issuance of the RFP as well as any updates to the solicitation. All contractors must be registered (http://www.ccr.gov) in the Central Contractor Registration (CCR). Further, offerors are required to go on-line to the Business Partner Network at http://orca.bpn.gov to complete their Online Representations and Certifications Application (ORCA) prior to submittal of a proposal.
