- This is a combined synopsis/solicitation (HSBP1107Q1385) for commercial items prepared in accordance with the format in Federal Acquisition Regulation (see Internet site: http://farsite.hill.af.mil/), FAR Subpart 12.6, and Homeland Security Acquisition Regulation (HSAR): http://www.dhs.gov/xlibrary/assets/opnbiz/cpo-acquisition-regulation-0606.pdf as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a quote is being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular #2005-18, dated June 30, 2007. The NAICS code is 334516, with a size standard of 500 employees. Multiple awards are not an option. The Government is seeking to award a Firm Fixed Price Purchase Order for the following: Description of Requested Items: Powder X-ray diffractometer including, but not limited to the following components: Area enclosures with interlocks on door Automatic software driven multi-sample changer Attachable sample stage with optical alignment X-ray tube with copper anode with ceramic insulation X-ray generator capable of 3 kW output and adjustable to maximum settings of 60kV and 60mA (1-step increments) Interchangeable optic modules Theta-Theta goniometer with minimum parameters Water-cooled water chiller Software capable of interfacing with ICDD PDF-4 and PDF-2 databases Inside delivery of all components Installation and set up of all elements Basic training session for instrument and elements Advanced level training Technical assistance by phone Warranty of at least one year Optional Items: Other sample holders Sample stage with manual translation Diffracted beam monochromator ICDD PDF-2 database Installation of ICDD software by XRD vendor Quantitative software Additional training sessions For a detailed Statement of Work listing all system requirements, please contact Susan Knose at Susan.Knose@dhs.gov.
