Description
This is a combined synopsis/solicitation Notice of Intent to procure commercial items prepared in accordance with the format of FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation proposal are not being requested and a written solicitation will not be issued. This procurement is being issued as a Notice of Intent (NOI7134). This solicitation and its incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 05-18. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is a small business set-aside. The North American Industry Classification system Code Number 334516 and the small business size standard are 500 employees. The National Institute of Allergy and Infectious Disease (NIAID) intends to procure one Meta Morph Premier Imaging System from Molecular Devices. This system includes one imaging workstation, two CCD cameras with 1392x1040 pixel arrays, one EMCCD camera with 512 x 512 pixel array, flat-top encoded X-Y scanning stage, piezo Z stage insert with 100microns of travel, and ten position excitation and emission filter wheels with Smart Shutter on the excitation filter wheel. All drivers for the devices shall include: MetaMorph software tools for stack display and processing, morphology filters, shading correction and background subtraction, basic filters and 3D reconstruction as well as; tools for the overlay of multi-fluorescent image, motion analysis and particle tracking and colocalization and correlation measurements includes: the following application modules: Angiogenesis, Neurite Outgrowth, Count Nuclei/Cell Scoring, Cell Cycle and Multi Wavelength Cell Scoring. Package must include: three copies of MetaMorph Basic Offline for image analysis. The software provides synchronized control of filter wheels, shutters, stages and cameras that are critical for high speed image acquisition. These matched sensors will be controlled by the software such that simultaneous acquisition is achieved. Additionally, this system includes unique journaling capabilities and is configurable to multiple users. Vendor will install at the direction of the Government. Delivery date will be 45 days from receipt of the purchase order. Warranty: all items carry a one year warranty on parts and labor unless otherwise indicated. The FOB point shall be destination, Rockville MD 20852. All responses shall be considered by the agency. This is not a small business set-aside. The North American Industry Classification System Code Number is 334516 and the Small Business Set-Aside is 500. This will be a firm-fixed price contract. By submission of an offer, the Offeror acknowledges the requirement that a prospective awardees shall be registered in the CCR database prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation.
