- The purpose of this amendment is to answer questions regarding FDA-SOL-07-00281 titled: INCIDENT COMMAND (ICS) AND NATIONAL INCIDENT MANAGEMENT SYSTEMS (NIMS) TRAINING 1.) Under the Statement of Work, Objective Section, 1.2.2, page 1-2, it states, "The plan for FDA is to have a total of 10 courseroom courses delivered by August 31, 2008 nationwide. Combined ICS 300 (3 days) and 400 (2 days) total length of 5 days CONUS. Question: Have you determined the locations of the (8) iterations of training at the FDA District Offices? ANSWER: Tentative district locations: CER: MIN-DO NWJ-DO PAR: LOS-DO SEA-DO NER: NWE-DO SER: ARL-DO SWR: DAL-DO KAN-DO 2.) Section 4.0, Security and Privacy, page 1-4, states that "It is not anticipated that the contractor will be exposed to sensitive Agency information or data." Question: Will formal security clearances be required by instructor personnel? ANSWER: No. The contractor shall not have access to any sensitive information maintained by the FDA that would require a clearance. 3.) Section 1.2.2.d of the Statement of Work states, "The cost of delivery includes providing customized course materials to each student and travel related expenses for each of the two instructors for each course." Section 1.2.4 states, "Instructors will be included in the block of room reservations and will be responsible to call and guarantee their reservations by the designated due date." Question: FDA will reserve the rooms and the vendors will be responsible for securing payment. Is this correct? ANSWER: FDA will reserve a room block for each of the 8 field classroom locations and the vendors will be responsible for securing payment to hold their reservations and lodging expenses. 4.) Question: Could you provide a list of the 8 regions/cities in which the follow-on courses will be held? ANSWER: Tentative district locations: CER: MIN-DO NWJ-DO PAR: LOS-DO SEA-DO NER: NWE-DO SER: ARL-DO SWR: DAL-DO KAN-DO 5.) Will DHHS provide any support materials such as projectors, easels, flipcharts, etc. for the classroom courses? ANSWER: FDA will provide any AV support materials necessary for instruction such as projectors, easels, etc. for the classroom courses. The vendor is responsible for providing the training course materials such as manuals, exercises, handouts, reference materials, etc. 6.) The first two classroom courses will be conducted at the DHRD Training Center. ? does this mean that DHRD / DHHS is providing the training facility and the vendor should not plan this activity and cost? The Solicitation indicates that the next eight classroom courses ?are to be delivered at or near by FDA District Offices?. Will the training facilities for these classes also be provided by the DHHS or DHRD? ANSWER: FDA will be responsible for securing the training room for each classroom course whether it be at FDA/DHRD's training center, FDA District office or a near by hotel conference space within commuting distance of an FDA district office. The closing date is NOT affected by this amendment, it remains as 2:00pm EST, Augst 30, 2007.
