- Description
- The National Institutes of Standards and Technology (NIST), Acquisition Management Division, on behalf of the Optical Technology Division, intends to negotiate on a sole source basis under the authority of FAR 13.106(b)(1), with Spectrum Detector, Incorporated of Lake Oswego, OR for Model SDX-1004 Pyroelectric Hybrid Detectors, Model SDX-1005 TEC Pyroelectric Hybrid with T Controller and P.S., Model SDX-1006-OB Pyroelectric WedgeTrap and Model SDX-1006-NT Pyroelectric WedgeTraps. Sole source determination is based on the following: The purchases of the above listed Models are required from Spectrum Detectors. Spectrum Detectors is the sole vendor capable of implementing the frequency compensation method, which was discovered by NIST, using the special organic black pyroelectric detector coating. NIST has also developed calibration methods for similar pyroelectric detectors within a Missile Defense Agency project, and the compatibility with the existing calibrated detectors and detector calibrations is a must. No other vendor is capable of producing low NEP, high absorption, high roll off frequency, improved spatial uniformity of responsivity, and temperature dependent responsivity correction within 0.06 percent, as required. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, responses received by September 06, 2007, will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
