- MODIFICATION 1 - GATE CREEK TRAIL BRIDGE: DRAWING NOS. 2 AND 3 WERE MISSING FROM THE ORIGINAL SYNOPSIS. THE PURPOSE OF THIS MODIFICATION IS TO PROVIDE THESE DRAWINGS AND TO EXTEND THE CLOSING DATE TO AUGUST 29, 2007, CLOSE OF BUSINESS. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulations (FAR), Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation No. RFQ AG-05GG-S-07-0062 is being issued as a Request for Quotations (RFQ) using the policies prescribed in FAR Part 12, Acquisition of Commercial Items, in conjunctions with the policies and procedures for solicitation, evaluation, and award prescribed in FAR Part 13, Simplified Acquisition Procedures. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-15. This solicitation is a 100 percent Small Business Set-Aside. The North American Industrial Classification Systems (NAICS) for this acquisition is 321213 and the small business size standard is not to exceed 500 employees. The Okanogan-Wenatchee National Forest, Entiat and Wenatchee River Ranger Districts, Chelan County, Washington are contracting for the supply of three treated timber glued laminated stringer trail bridges and one Glued Laminated Longitudinal Slab trail bridge. These bridges shall be fabricated, including all hardware, per the drawings, and delivered, unassembled to the designated locations. Bridge components for all bridges shall be packaged in lots not to exceed 2,000 pounds to facilitate delivery to bridge installation sites by helicopter (not included in this contract). The final bridge assembly will be performed by others so components shall be clearly marked to facilitate assembly. Bridge components for Anthem Creek Trail Bridge shall be delivered to the Entiat Ranger District, the coordination for specific delivery location will occur after award. The Government will be responsible for offloading the Anthem Creek Trail Bridge components only. Bridge components for Alder Creek, Grouse Creek, and Gate Creek shall be delivered to the Lake Wenatchee Superpit site, located on the Forest Service 209 Road, which is accessible to over-the-highway tractor trailers. The contractor shall be responsible for offloading the bridge components for Alder Creek, Grouse Creek and Gate Creek. Contract Line Item Number (CLIN) 0001: Anthem Creek Trail Bridge: Fabricate and deliver a 31 foot long by 7 foot wide Glued Laminated Stringer Trail Bridge with all required hardware,. (CLIN) 0002: Alder Creek Trail Bridge: Fabricate and deliver a Glued Laminated Stringer Trail Bridge 28 feet long by 7 feet wide. (CLIN) 0003: Grouse Creek Trail Bridge: Fabricate and deliver a Glued Laminated Stringer Trail Bridge 30 feet long by 7 feet wide. (CLIN) 0004: Gate Creek Trail Bridge: Fabricate and deliver a Glued Laminated Longitudinal Slab Trail Bridge 20 feet long by 7 feet wide. Delivery of the products shall be made within 4 to 6 weeks of receipt of order. The pricing shall include cost for delivery. Offerors shall submit the following information with their offer: relevant past performance information showing products produced including contact information, a proposed progress schedule showing fabrication and delivery timelines, and unit costs for each bridge. Federal Acquisition Regulations (FAR) provision 52.212-1, Instruction to Offerors-Commercial applies to this acquisition. Quotations will be evaluated using the evaluation procedures in FAR Part 13. Quotations will be evaluated to determine the best value to the Government. The following evaluation factors will be used: Past Performance, fabrication and delivery timelines, and price. FAR provision 52.212-3 Offeror Representations and Certifications-Commercial Items applies to this acquisition. Offerors shall submit a completed copy with their quotation. FAR Clause 52.212-4 Contract Terms and Conditions-Commercial Items apply to this acquisition. FAR Clause 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items applies to this acquisition. The following additional FAR clauses cited in the clause are applicable to this acquisition. Specifically, the following clauses cited are applicable to this acquisition: 52.219-6 Notice of Total Small Business Set-Aside (June 2003), 52.222-19 , 52.222-26, 52.222.35, 52.222.36, 52.222.37, 52.225.1, 52.225.3, Alt 1, 52.22513, and 52.232.33 Payment by Electronic Funds Transfer-Central Contractor Registration, 52.204-7, Central Contractor Registration is applicable.
