Description
The Aviation Applied Technology Directorate (AATD), U.S. Army Research, Development and Engineering Center intends to procure Mission Planning and Theater Planning Support Services to support the Special Operations Mission Planning Environment Progra m Office. The program objective is to provide mission planning and command and control (C2) software and hardware maintenance and support to Special Operation Forces (SOF) both in garrison and deployed in the field with operational units. The Special Ope rations Mission Planning Environment (SOMPE) program provides an integrated software suite of MISSION PLANNING, MISSION PREVIEW and MISSION EXECUTION tools to support all phases of SOF operations from deliberate to time critical. The SOMPE program automat es TIME-SENSITIVE planning activities and provides enhanced situational awareness during MISSION EXECUTION. SOMPE provides the interoperable environment for SOF adaptive planning to collaborate global operations including Strike, Digital Navigation, Unman ned Aerial Support Command & Control& to FIND, FIX & FINISH. Spanning all elements of the US Special Operations Command (USSOCOM), SOMPE is embedded in the Center for Special Operations (CSO), Theater Special Operations Commands (TSOCs), Joint Special Ope rations Task Force (JSOTF), Joint Special Operations Aviation Components (JSOAC), SOF warfighters and their warfighting platforms. The SOMPE program develops, integrates, fields, trains and sustains software applications for MISSION PLANNING thru EXECUTIO N for the SOF Warfighter. The SOMPE suite of applications is fielded to all Special Operations headquarters and components, down to the team/unit levels. The SOMPE applications are hosted on portable computers in a stand-alone configuration that are netwo rkable for Local Area Network (LAN) operations. SOMPE is tailored to meet the specific needs of the user units and can be modified to meet geographic regional command, service, doctrinal, tactical, and information technology requirements and directives. The SOMPE core suite of applications is interoperable between components and is customized to provide platform interfaces, such as aircraft data loading. In the case of aviation, the SOMPE must be maintained to stringent configuration management (CM) crit eria to meet safety of flight certification and avionics system interfaces per Army and Air Force guidelines. Mission Planning Support Engineers (MPSE) and Theater Planning Support Engineers (TPSE) are required to maintain the operational readiness and av ailability of the mission planning and command and control (C2) software suite: Special Operations Mission Planning Environment (SOMPE). The SOMPE suite of applications directly supports the missions of the Special Operations Command and improves unit rea diness and responsiveness to mission taskings, planning, and execution. Mission and theater planning systems engineering support tasks are cross-functional and cannot be delineated per a particular Information Technology (IT) specialty. In addition to th e cross functional expertise, each MPSE/TPSE are required to be versed in the use of the SOMPE applications to aid the units unique planning and mission criteria. A single award Indefinite-Delivery/Indefinite-Quantity (IDIQ) contract is anticipated with a ceiling amount of $40 million over five years. The minimum order amount is $100,000. The predominance of orders will be Time and Material with cost a CLIN for travel. The period of performance for the contract is five years (FY07-11) with an anticip ated award date of 1 June 2007. The successful offeror will be required to handle classified information up to and including TOP SECRET (TS) and have a current TOP SECRET facility clearance and storage capability. However, subject to Government approval , personnel may be assigned with a SECRET clearance provided the application for a TS clearance has been submitted. A DD Form 254, Department of Defense Contra ct Security Classification Specification will be provided with the solicitation. The RFP will be made available to potential offerors, not sooner than 15 days following publication in FedBizOps, on the AATD web site at the following URL: http://www.aatd .eustis.army.mil in the section marked How we do Business, Open announcements and solicitations. Proposals will be due on 9 March 2007. The anticipated date of availability is 19 January 2007. This action is a small disadvantaged business set aside and will not be open to participation by foreign firms. The North American Industry Classification System (NAICS) code applicable to this procurement is 541511.
