Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the information in FAR Subpart 12.6, using Simplified Acquisition Procedures under the test program for commercial items found at FAR 13.5, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written Request-for-Quotation (RFQ) will not be issued. PAPER COPIES OF THE RFQ WILL NOT BE AVAILABLE. The RFQ number is N00189-07-Q-Z124. This RFQ documents and incorporates provisions and clauses in effect through FAC 2005-18 effective 30 Jun 07. It is the vendors? responsibility to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at these addresses: http://farsite.hill.af.mil/. The NAICS code is 334515 and the Small Business Standard is 500 employees. The Fleet & Industrial Supply Center Norfolk (FISC), Contracting Department, Philadelphia Division, Philadelphia, PA intends to acquire for the U.S. Naval Observatory, Washington, DC on a sole source basis from Symmetricom, Inc. of San Jose, CA the following item: CLIN 0001, TSC 5320A, Channel Stability Analyzer, 2 each. The analyzers shall meet the following specifications: 1) Stand-alone, portable, bench-top instrument; 2) 2 channels, with measurements made relative to each other. 50 Ohm input impedance; 3) Input frequencies between 1MHz and 30MHz; 4) Phase noise measurement (at 10MHz frequency) floor better than -140dBcc/Hz at 1Hz offset, and -170dBc/Hz at 10kHz; 5) Allan Deviation of less than 5E-15 at 1 second (0.5 Hz bandwidth); 6) Ethernet connectivity with the ability to remotely control the instrument and access data from the instrument. Delivery is 6 months ARO, FOB Destination to U.S. Naval Observatory, 3450 Massachusetts Ave., NW, Washington, DC 20392-5420. The following FAR provision and clauses are applicable to this procurement: 52.212-1, Instructions to Offerors - Commercial Items; 52.212-3 ALT I, Offeror Representations and Certifications - Commercial Items; 52.212-4, Contract Terms and Conditions - Commercial Items; and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items [list the clauses that apply- N/A], 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items including [list the clauses that apply: 252.227-7015, Technical Data ? Commercial Items (Nov 1995), 252.232-7003, Electronic Submission of Payment Requests (MAR 2007) ]. Quoters are reminded to include a completed copy of 52.212-3 ALT I with submission. Additional contract terms and conditions applicable to this procurement are: 52.247-34, F.O.B. Destination (Nov 1991), 252.204-7004 Alt A Central Contractor Registration Alternate A (Nov 2003). The proposed contract action is for commercial supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.501(a)(1)(ii). Interested persons may identify their interest and capability to respond to the requirement or submit quotations. This notice of intent is not a request for competitive quotations. However, all quotations received within seven days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
