- This is a combined synopsis/solicitation for commercial items/services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice, and using the Simplified Acquisition Procedures in accordance with FAR Part 13. This announcement constitutes the only solicitation; competitive quotes are not being requested and a written solicitation will not be issued. SYNOPSIS NOTES: NOTE 22: THE PROPOSED CONTRACT ACTION IS FOR SUPPLIES OR SERVICES FOR WHICH THE GOVERNMENT INTENDS TO SOLICIT AND NEGOTIATE WITH ONLY ONE SOURCE UNDER AUTHORITY OF FAR 6.001(a). INTERESTED PARTIES MAY IDENTIFY THEIR INTEREST AND CAPABILITY TO RESPOND TO THE REQUIREMENT OR SUBMIT QUOTES. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. HOWEVER, ALL QUOTES RECEIVED BY THE CLOSING DATE OF THIS POSTING WILL BE CONSIDERED BY THE GOVERNMENT. A DETERMINATION BY THE GOVERNMENT NOT TO COMPETE THIS PROPOSED CONTRACT BASED UPON RESPONSES TO THIS NOTICE, IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT. INFORMATION RECEIVED WILL NORMALLY BE CONSIDERED SOLELY FOR THE PURPOSE OF DETERMINING WHETHER TO CONDUCT A COMPETITIVE PROCUREMENT IN THE FUTURE. The solicitation number is N65538-07-Q-0069, and the solicitation is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-16. The associated NAICS code is 561499. This requirement is for Open Market services, on a Firm-Fixed Price basis, in support of the Naval Sea Logistics Center (NSLC), Mechanicsburg, PA. Line Item 0001 is as follows: QUANTITY: ONE LOT; DESCRIPTION: PROFESSIONAL SUPPORT SERVICES TO ASSIST THE NSLC WITH A TASK TITLED: LOGISTICS PROGRAMMATIC CONSULTATION ASSISTANCE AND SUPPORT SERVICES. Line Item 0002 is as follows: QUANTITY: ONE LOT; DESCRIPTION: OTHER DIRECT COSTS ASSOCIATED WITH THE SERVICES PERFORMED UNDER LINE ITEM 0001. A detailed Request For Quotation Package is attached. This constitutes the entire description for this requirement. The provision FAR 52.212-1, Instructions to Contractors-Commercial, applies to this acquisi tion. Contractor will include a completed copy of the provision FAR 52.212-3, Contractors Representations and Certifications-Commercial Items, with its quote. Clauses FAR 52.212-4, Contract Terms and Conditions-Commercial Items; FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items; FAR 52.232-33, Payment by Electronic Funds Transfer; Central Contractor Registration, DFARS 252.204-7004 Required Central Contractor Registration; FAR 52-217-5 Evaluation of Options (not applicable if no options are stated above); apply to this solicitation. Quotes are due on 29 August 2007, by 4:00 PM EST, to the Naval Sea Logistics Center, 5450 Carlisle Pike, Mechanicsburg, PA 17055, by 4:00pm, Eastern Standard Time.
