Description
The Naval Medical Logistics Command intends to negotiate on a sole source basis (IAW FAR 13.501) with Thermo Fisher Scientific, One Thermo Fisher Way, Oakwood Village, OH 44146-6519 as the only responsible source that can provide components for and authorized installation of Upgrade of a Radiation Monitoring system (DT-648 Shipping Machine to a DT-702 Shipping Machine); Upgrade of a Radiation Monitoring system (M6600 TLD Card Reader to M6600 Plus TLD Card Reader); and QTY 1 Model 8800 Plus TLD Reader with Internal Sr-90 .5 mCi Irradiator. This acquisition is being conducted under the FAR 13.5 test procedures for commercial items. Provisions and clauses in effect through Federal Acquisition Circular 2005-18 are incorporated. NAICS 334519 (Size Standard - 500 Employees for purposes of reporting contact action). The Navy Dosimetry Center requires the components for and authorized installation of Upgrade of a Radiation Monitoring system (DT-648 Shipping Machine to a DT-702 Shipping Machine); Upgrade of a Radiation Monitoring system (M6600 TLD Card Reader to M6600 Plus TLD Card Reader); and QTY 1 Model 8800 Plus TLD Reader with Internal Sr-90 .5 mCi Irradiator. There is no other company?s product that is compatible with the "Saint Go Bain" dosimeters and TLD reader instruments currently in the Navy (and other Defense agencies) inventory. Saint Go Bain was bought by Thermo Electron Corp, and is now marketed exclusively by Thermo Fisher. The current medical inventory of equipment and TLDs is substantially in excess of $4Million, which was originally procured following a best value determination, not including the combatant fleet inventory. The Navy has an installed base of this product line of equipment, replacement of the entire inventory is not a cost effective alternative, eliminating the possibility of procuring any other manufacturer's products. Based on the above information, the only technically acceptable TLD reader instruments are the components for and authorized installation of Upgrade of a Radiation Monitoring system (DT-648 Shipping Machine to a DT-702 Shipping Machine); Upgrade of a Radiation Monitoring system (M6600 TLD Card Reader to M6600 Plus TLD Card Reader); and QTY 1 Model 8800 Plus TLD Reader with Internal Sr-90 .5 mCi Irradiator manufactured by Thermo Fisher. This acquisition is being conducted under simplified acquisition procedures. There are no set-aside restrictions for this requirement This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice shall submit technical data, including price, sufficient to determine capability in providing the same product. Capability statement offered must be for complete systems to be considered. All capability statements received by the closing date of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Capability statements shall be submitted by email only as a MS Word or Adobe PDF attachment to Richard Taylor at richard.taylor@med.navy.mil. Statements are due by 1200 (12:00 PM) Eastern Time 31 AUG 07. No phone calls accepted.
