Description: DESCRIPTION - This is a combined synopsis/solicitation issued by the U.S. Fish and Wildlife Service, Region 2, Albuquerque, New Mexico prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation: quotations are being requested and a written solicitation will not be issued. The solicitation number 201817Q049 is issued as a request for quotations and incorporated provisions and clauses that are in effect through FAC2005-18, Effective June 30, 2007. This procurement action is 100% small business set-aside. The NAICS code is 333922, small business size standard 500 employees employed. The contract price magnitude for this project is between $25,000 and $100,000. This acquisition is set aside for small business but quotes from large businesses are still being taken just in case not enough small business competition. The U.S. Fish and Wildlife Service, Lower Rio Grande Valley National Wildlife Refuge, Hidalgo County, Alamo, Texas has a requirement for the following item(s): Soil Mixing Equipment required: One Screener, One Soil Mixer (capable of mixing three items such as Fertilizer, Vermiculite and soil as well as adding water), Two moveable Incline Conveyors, and One Top Dresser. Tasks/Requirements: Raw soil needs to be screened by a ?-inch screen and fed into a soil hopper. The screener will be filled using a bobcat or other front-end loader. The screener needs to be portable for other uses at the facility. Mixing 1 part Clay-loam Soil with 1 part vermiculite with osmocote fertilizer at 1 dry quart per 10 gallons of mixed soil and adding water and adding water until soil is sticky but not too wet. Quantity is approximately 3 cubic yards per day or 100 cubic yards over 2 months. Mixed soil needs to be fed directly from the mixer into a Bouldin & Lawson model 13396 flat filling machine with 1.3 cubic yard hopper. Soil in the plant bands is packed with a custom packing machine and then a top dressing mix is added before flats are moved to growing benches. Top dressing is mixed in an existing mixer but at least on the conveyors must be portable for filling the top dresser with the existing mixer. Items need to be assembled ready for use. Include shipping in the total price. FOB Destination. BASIS OF AWARD: The government anticipates award or a contract resulting from this solicitation to the responsive/responsible quoter whose quote conforms to the solicitation and is most price advantageous to the government. Award will be made on a best value analysis to include price, past performance, certifications, and quality. Offeror(s) proposing alternative types/brands than those indicated bear the burden of proof that an item is in fact equal or better. PLACE OF DELIVERY - Lower Rio Grande Valley National Wildlife Refuge, Highway 28, Farm Road 907, Hidalgo County, Alamo, Texas 78516. LEGAL OBLIGATIONS - The contractor shall be responsible for the observance of all applicable Federal, State, and local laws governing the shipment of this item and maintaining any required management practices. RULES AND REGULATIONS - The contractor shall deliver in the conformance with such appropriate Refuge regulations as the Manager may prescribe, and shall also conduct the operation as not to interfere with or endanger the ordinary use of structures, roads, utilities, and other Refuge facilities. Special attention should be given to the protection of facilities, wildlife and vegetation adjacent to the delivery areas.
