Description
The Product Manager for Mortar Systems, Picatinny Arsenal is conducting a Market Survey to identify potential sources capable of meeting the requirements for a proposed OPNET/MNET contract for mortar programs. The contractor will be required to furnish qualified and experienced personnel, facilities, supplies and services necessary to support and conduct Operator New Equipment Training (OPNET) and Maintainer New Equipment Training (MNET) for PM-Mortars programs. PM-Mortars programs include the 60mm, 81mm, and 120mm Mortar Systems, M313 (81mm) Mortar Barrel Insert and components, M95/M96 Mounted Mortar Fire Control System, XM150/151 Dismounted Mortar Fire Control System, and Light Weight Handheld Mortar Ballistic Computer (LHMBC). OPNET/MNET activities include but are not limited to the development of Materiel Fielding Team support packages such as Plan of Instruction (POI), Lesson Plans, and student surveys. Tasks also include preparation and conduct of New Equipment Materiel in Brief (NMIB) at various fielding locations, utilize web-based training, develop NET Trainer Certification program, and verify Technical Manuals for various program. The contractor will have the total responsibility for OPNET/MNET efforts and shall be required to assess their own effectiveness and provide recommendation to PM-Mortars. Results of this effort will be incorporated into future training materials. The selected contractor will be working closely and under supervision of the PM-Mortars NET manager. The Government anticipates using a task order contract for services on a Time and Material basis. Potential offeror should have experience in providing NET services for fire control programs and indirect fire weapon systems. Mortar expertise is desired and preferred. Request that all interested contractors provide at no cost to Government, a summary of their firm, past experience, capabilities, size of business (small or large business), description of facilities and personnel to meet these requirements that may enable them to undertake efforts of similar complexity and magnitude within fifteen days of this publication by electronic mail to mgomez@pica.army.mil. The Government will not pay for any information submitted in response to this notice. This is not a solicitation and the Government is not obligated on this notice.
