- Description
- The 78th Contracting Squadron intends to award a sole-source, follow-on contract to Information Handling Services, Inc. (I.H.S.) 15 Inverness Way E., Englewood, CO, 80112 for Technical Data Conversion Support. The contractor shall provide all labor, tools, parts, materials, equipment, transportation, and incidentals necessary to provide services to convert parts configuration from Illustrated Parts Breakdown (IPB) technical orders to a digital form suitable for uploading to the Parts Configuration Management System (PCMS). In order to maintain proper system compatibility, the conversion required uses an automated rules processor that operates Haystack, a commercially owned logistics database. All data processing and conversion are to be performed on Robins AFB, GA. Market research indicates the requirements for this effort involve the utilization of the I.H.S. Haystack product wich has proprietary rights with secret intellectual property in the internals of how data is managed and interfaced to external applications. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. This notice of intent is not a request for competitive proposals. However, interested parties who feel they are qualified may submit information to the Contracting Officer. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely for the purpose of determining whether to conduct a competitive procurement.
