- Notice of Intent to Award Sole Source Procurement. Department of Veterans Affairs, Louis A. Johnson VA Medical Center, Clarksburg WV, intends to enter into a noncompetitive contract to purchase a Chemistry Automation System by other than Full and Open Competition, in accordance with FAR Subpart 6.302-1, from Beckman Coulter Incorporated, Clinical Diagnostics Division, 250 South Kraemer Blvd, Brea CA 92822-8000. The anticipated date of award is no later than 31 August 2007. This notice is not a request for competitive proposals. Thus, this is not a formal solicitation. This is not considered a Request for Quotation (RFQ) or Request for Proposal (RFP). A determination not to compete this proposed procurement was made because the above listed vendor is the only source that can provide the necessary system, and no other supplies or services will satisfy agency requirements. Questions should be directed to Contract Specialist, Patricia K. Easter via e-mail: patricia.easter@va.gov or Charles Loar via email: charles.loar@va.gov. The determination to open competition based on responses received is solely at the discretion of the VA. If a solicitation is issued, no additional posting will be published. All responses must be submitted via email to either of the contract specialists. A determination by the VA not to compete this proposed effort based upon responses to this notice is solely within the discretion of the VA. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses must be received no later than 3:00 P.M. EST, 30 August 2007.
