Description
NIMH is seeking information on all sources capable of providing contract services for a project entitled: Preparation of Developing Brain Tissue from Rhesus macaque for Gene Expression Analysis. As the lead institute for this NIH Blueprint project, NIMH is seeking organizations and investigators with access to appropriate colonies of Rhesus macaque primates, and with expertise in extracting anatomically defined brain regions from non-human primates (Maccaca mulatta) at different developmental stages that range from pre-natal to adult. This project will involve collecting tissue from estimated 4-6 brain regions, from 4-6 animals, at 5 different developmental time points over the course of two years. The facility/investigator must have access to animals that come from well-defined colonies with the following characteristics/data available: 1) the lineage and hierarchical status of each animal is characterized in detail; 2) the exact date of birth of the animals is documented; 3) animals are nursery reared; 4) the animals are raised in naturalistic group settings (i.e., free-ranging colonies in large outdoor corrals, housed to allow for normal social interactions); and 5) the animals kept at institutions with a currently approved DHHS Animal Welfare Assurance. IACUC approval will be mandatory for this project prior award of the contract. In addition to access to appropriate animals, capable sources/investigators must have the following documented experience and capabilities : 1) expertise in Rhesus macaque neuroanatomy; 2) expertise in the dissection and blocking of tissue from specific brain regions in Rhesus macaque primates; 3) expertise in the preparation of tissue for in situ hybridization analysis and Nissl staining (note: these will be performed at a separate facility); and 4) the shipping/transportation of biohazardous materials to another facility for further processing. This contract will be the sole supplier of brain samples to another contractor for processing, and will be required to work effectively and closely with the other facility. Any business or organization that believes it has the capability to fulfill this requirement should submit a brief narrative response (5-10 pages, single-spaced), indicating previous experience and capabilities related to the above work. Capability Statements should clearly state/describe: 1) the offerors experience and qualifications to perform this work; 2) your type of business or organization, its size (number of employees and gross annual revenue), your eligibility under 8(a) or other set-aside programs, as applicable (Note: the applicable NAICS code for this requirement is 541710, 500 employees); and 3) your management structure, history of your organization (e.g., number of years in business and DUNS #), and the other resources available to perform this work (e.g. scientific equipment, laboratory facilities, etc.). PLEASE BE ADVISED THAT NO SOLICITATION IS AVAILABLE AT THIS TIME; THIS NOTICE IS FOR INFORMATION AND PLANNING PURPOSES ONLY. THIS IS NOT A REQUEST FOR PROPOSALS AND DOES NOT COMMIT THE GOVERNMENT TO AWARD A CONTRACT, NOW OR IN THE FUTURE. NO RECEIPT NOTICE WILL BE SENT TO THE SUBMITTER OF A CAPABILITY STATEMENT AND NO EVALUATION WILL BE PROVIDED OF ANY RESPECTIVE CAPABILITY STATEMENT. If the Government decides to issue a solicitation, a Request for Proposal (RFP) will be available solely via the FedBizOpps web page at http://www.fedbizopps.gov/. It will be the offeror?s responsibility to monitor the FedBizOpps web page for the release of any solicitation and amendments, and to download the RFP and all attachments.
