- U. S. Department of Commerce/National Oceanic and Atmospheric Administration/NESDIS, intends to negotiate with the University of Alabama, Huntsville, AL for the continuation of services to complete the validation of the current SATellite Convection AnalySis and Tracking (SATCAST) algorithm, and 2 (two) other related projects. Improvements, based on this validation, to SATCAST will occur by late 2007. New developments related to the ASAP initiative will be leveraged, which includes increasing the computational efficiency of SATCAST to operate on large domains pixels, over CONUS, and via analysis of data from the Convection and Orographically-induced Precipitation study Convection and Orographically-inducted Precipitation study (COPS) over Germany, Data from COPS (SEVIRI plus local radar) will serve as a proxy data set that well leverage off of towards GOES-ABI preparations. Deliverables: 1) Development of test plan/Complete 112 month validation, 2) Attend meetings 3) Continuation of SATCAST validation over CONUS, 4) Provide first-version of SATCAST, along with initial code flowchart and 5) Initial analysis of COPS data (SEVIRI + radar) as ABI analysis begins. This procurement is being conducted per FAR Part 13 Simplified Acquisition Procedures (NTE$100K) NAIC Code 541710. Interested persons may identify their interest and must demonstrate their capability in order to be considered for this opportunity. This is not a request for Competitive proposal. No competitive solicitation is planned, information submitted in response to this notice will be used solely to determine whether or not to open up for competitive procedures.
