Description
Solicitation for U.S. Personal Services Contractor (USPSC) HIV/AIDS Technical Advisor, USAID, RDM/A, Bangkok, Thailand. The HIV/AIDS Technical Advisor, under the leadership of the Senior Advisor/Team Leader for HIV/AIDS, will provide technical direction to the USG interagency team in all facets of USAID?s HIV/AIDS activities under the RDM/A OPH portfolio in implementing the President?s Emergency Plan for AIDS Relief (PEPFAR). The HIV/AIDS Technical Advisor also has primary responsibility for technical oversight and management of a number of USAID?s implementing partners. The incumbent will be a key source of HIV/AIDS technical assistance, both in RDMA/Bangkok and in the countries of the region. S/he also plays a role in coordinating and collaborating on PEPFAR implementation with other USG agencies and with international agency and other donor partners in the region. In conjunction with the HIV/AIDS Senior Advisor/Team Leader, the incumbent?s primary responsibilities include facilitating communications between and among the various USG agencies and partners involved in the Emergency Plan, liaising routinely with staff at RDM/A, USAID Washington, the Office of the Global AIDS Coordinator (O/GAC) and technical working groups, ensuring proper coordination and communication between USAID and the various coordinating bodies in the region including the Government?s, major ministries including the Ministry of Health and major donors (Global Fund, World Bank, DfID, etc). S/he will play a lead role in coordinating the development of OGAC reporting requirements to include annual country operational planning and the submission of semi-annual and annual reports and other documentation as required by OGAC and USAID. In addition, s/he will provide advice and counsel to the Mission Director and RDM/A Senior Management on HIV/AIDS matters, as requested.
