Description
The pre-solicitation notice, for a planned acquisition, is to provide services that include collection and destruction of classified materials. Procurement for this acquisition, with a base period and four option periods, is scheduled to run from date of award through 30 September 2008. Each option period will run from 1 October through 30 September of the following year. The United States Air Force Academy (USAFA), CO intends to issue a Blanket Purchase Agreement (BPA), to more than one contractor. The contractors shall pick-up classified materials, on an ?on call? basis and destroy the classified materials. The contractor shall transport the classified materials off base for destruction; destruction shall not take place on-site The National Acquisition Industrial Classification Standard Code (NAICS) proposed is 561990, All Other Support Services, with a $6.5 M size standard. This acquisition is set-aside 100 percent for small business. The solicitation will be posted utilizing the FedBizOpps.gov single government point-of-entry (GPE) for Federal government procurement opportunities at www.fbo.gov. Solicitation documents will not be available by any other means. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions). (d) The ombudsman has no authority to render a decision that binds the agency.
