Description
NASA/KSC hereby releases a pre-solicitation synopsis to procure Safety and Mission Assurance Support Services (S-MASS). This potential contract will require Contractor support to assist the KSC Safety and Mission Assurance Directorate in performing risk assessments, inspections, investigations, analyses, independent assessment of technical issues, evaluations of work performed by other contractors and other NASA organizations, and maintaining applications/databases of related activities. NASA/KSC contemplates award of a single, level of effort, cost-plus-award fee contract, with a 2-year base period of performance and two 1-year option periods, for a total potential period of performance of 4 years. The anticipated contract performance start date is February 1, 2008. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. This acquisition will be conducted on an unrestricted basis (full and open competition). The NAICS Code and Size Standard are 541330 - Engineering Services and $4.5 million, respectively. The DPAS Rating for this procurement is DO-C9. NASA/KSC plans to issue a Draft Request for Proposal (DRFP) to seek industry comments for the S-MASS solicitation. NOTE: Potential offerors are advised that the DRFP is NOT a solicitation and NASA/KSC is NOT requesting proposals. The anticipated release date of the DRFP is on or about September 4, 2007. Prospective offerors are invited to submit comments on ALL aspects of the DRFP, including requirements, schedules, proposal instructions, and evaluation approach. Moreover, in accordance with NASA Federal Acquisition Regulation 1815.201(c)(6)(A), prospective offerors are also requested to identify any unnecessary and/or inefficient requirements. Industry comments shall be due September 18, 2007, 4:30 PM ET. Submission of comments shall be via email or FAX to Marcus Orr at Marcus.C.Orr@nasa.gov or 321.867.1141. All responses MUST reference the solicitation number in the subject line of the email or FAX. The anticipated release of the final request for proposal is targeted for early October 2007 with an anticipated offer due date in early November 2007. All responsible sources may submit an offer to the final request for proposal, which shall be considered by the agency. An ombudsman has been appointed -- See NASA Specific Note "B". The solicitation and any documents related to this procurement will be available over the Internet. These documents will reside on a World Wide Web (WWW) server, which may be accessed using a WWW browser application.
