- NAICS Code: 334511 NAICS Code: 334511 The U.S. Environmental Protection Agency (EPA) National Enforcement Investigation Center (NEIC) intends to award a sole source firm-fixed-price Purchase Order under the authority of Federal Acquisition Regulation (FAR) part 13, Simplified Acquisition Procedures, to FLIR Systems, Inc. for a ThermaCAM SC640 infra-red camera. The NEIC is seeking to improve its field capabilities during criminal and civil investigations and inspections. FLIR systems has developed the first infra-red camera imaging system of its kind to allow field personnel to determine the volume and or level of volatile and hazardous liquids in containers and vessels thereby preventing unnecessary exposure to NEIC personnel. This infra-red inspection system featuresa state-of-the-art, focal plane array (FPA) uncooled microbolometer detector. The sensor delivers images of exceptional sensitivity, contrast and clarity at 640x480 pixels. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE FOR THIS PROCUREMENT. Notwithstanding, any firm that believes it is capable of meeting EPA's requirement as stated herein may submit a capability statement, which if received within fifteen (15) calendar days of the date of this announcement will be considered. Responses to this posting must be in writing and provide clear and convincing evidence that competition would be advantageous to the Government. A determination not to compete the proposed purchase order based upon the responses to this notice is solely within the discretion of the Government. All questions and comments regarding this procurement shall be addressed in writing to the Contracting Officer, Cara Lynch at lynch.cara@epa.gov by Tuesday, August 28, 2007.
