- NAICS Code: 811219 The US EPA/OCEFT National Enforcement Investigations Center (NEIC), under the authority of the Federal Acquisition Rules (FAR) Part 13, Simplified Acquisition Procedures, intends to issue a limited source purchase order to Thermo Electron North America LLC for a service agreement for the X7 ICP-MS Quadrupole Mass Spectrometer, the Cetac ASX-520 Autosampler, the Recircultor Chiller M75 50/60HZ, and the UP 266 Beam Focusing Laser. It includes maintenance, repair, and calibration for the laboratory devices and related accessories. The agreement is an annual renewal and will be in place from October 3, 2007 to October 2, 2008. The justification for a limited source purchase is as follows. The X7 ICP Mass Spectrometer and New Wave UP Laser hardware, software, and associated accessories are a Laser Ablation Inductively Coupled Plasma Mass Spectrometer (LA-ICP-MS) system developed by NEIC to determine relative elemental abundances in soil samples, filter particulates, and process materials, allowing NEIC to perform ICP-MS analysis of individual particles rather than bulk samples, which increases their forensic capabilities. The nature of the system requires NEIC to not only insure that the highly specialized equipment and accessories are operating at peak performance at all times, but that the potentially dangerous equipment is in safe working order, maintained only by specially trained individuals. Thermo Electron North America LLC is the only organization with the combination of hardware knowledge, software knowledge, and available parts that is capable of properly servicing the X7-ICP-MS and the New Wave UP 266 Laser hardware, software, and associated accessories. Furthermore, no other organization offers an Essential Support Plan for the X7 ICP-MS and the NW UP 266 Laser. NO SOLICITATION OR REQUEST FOR QUOTE IS AVAILABLE. Notwithstanding, any firm that believes it is capable of meeting this requirement may submit a response, which if received within two days of the closing date of this announcement, will be considered.
