- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at https://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the NSWC Division Crane. Offerors are encouraged to access information also available on the NSWC Crane Division web site at http://www.crane.navy.mil/acquisition/homepage.htm. NAVSURFWARCEN Crane Division has a requirement for Engineering services for the following legacy Total Ship Training Systems (TSTS) - - AN/USQ-T46 Battle Force Tactical Training and the Combat Systems Trainer as follows: system engineering, design engineering, prototyping, assembly, repair, configuration, reconfiguration, parts modification, refurbishment, alignment, integration, testing, and associated program support for legacy TSTS. This solicitation will be issued utilizing other than full and open competition procedures under the authority of 10 U.S.C. 2304 (c) (1), One Source or Limited Sources. An offer will be solicited from AP Labs, Incorporated, 10864 Thornmint Road, San Diego, CA 92127. The proposed Indefinite-Delivery-Indefinite-Quantity (IDIQ) 5-year, Cost-Plus-Fixed-Fee (CPFF) contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1(a) (2). It has been determined that the Government requirement for these services can only be met by one manufacturer due to the contractor having unique qualifications to provide these services, since they have engineered the interfaces used to communicate to the shipboard systems listed above and other shipboard systems. Additionally, AP Labs Inc, is the Original Equipment Manufacturer (OEM) for 143 Shipboard and 20 Shore BFTT systems. Significant quality issues are red uced due to this experience. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within thirty days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The solicitation will be available for download on or about 9/10/2007. Closing date will be on or about 10/10/2007. This notice is a synopsis and does not constitute a Request for Proposal (RFP) and it is not a commitment by the U.S. Navy to procure subject equipment. Offers must be submitted in the format specified in the solicitation to be considered. Submitting a bid from the NECO web site by clicking on the "Submit Bid" does not guarantee offers will be received by the proper person in the correct format. It is the responsibility of offerors to download the RFP and to submit offers to the POC at NSWC Crane to be considered.
