Description
The Contractor shall furnish all needed labor, equipment, supplies, materials, permits, insurance, fees, alternate payment protection, lodging, and transportation (including barge services) to cut designated trees and remove the boles from the Coon Run Forest Fuel Reduction Area to a designated area within Stehekin valley. The total number of trees to be cut is 350, resulting in approximately 80 cords of wood. The Contractor will have no entitlement under this contract to the trees cut and removed from the project area. The forest thinning project involves three phases; Phases 1 and 2 must occur with sufficient snow on the ground to protect soil: 1) Selective tree felling on 25 acres; severing limbs and tops; lopping and scattering slash; 2) Mechanized winter skidding operation to remove excess trees/logs from the treatment area to an adjacent temporary landing/loading zones; and 3) Flush-cutting tree stumps and bucking boles into 16 foot lengths; hauling logs from the temporary landing/loading zones to the primary deck site using trucks; and constructing firewood decks. SOLICITATION DETAILS: This is a best value procurement open to certified HUBZone business concerns. The NAICS code for this project is 113310 and the small business size standard is 500 employees. The electronic Request for Quotations will be available on approximately August 28, 2007, at www.fedbizopps.gov and http://ideasec.nbc.gov. In order to download the solicitation, interested vendors must register at http://ideasec.nbc.gov and maintain an active registration at http://www.ccr.gov. The Government reserves the right to cancel this solicitation. PROJECT LOCATION: Stehekin is a remote community located 50 miles from Chelan, Washington, at the north end of Lake Chelan in central Washington. The Stehekin valley is isolated; the roads do not connect with any highway system. Stehekin is accessible from Chelan only by boat or barge; all materials and equipment will need to be barged. Within the Stehekin valley, the project area can be reached on roads suitable for hauling heavy equipment. Lodging and meal services are available on a limited basis.
