Description
The U.S. Army Research, Development and Engineering Command (RDECOM) System of Systems Integration (SOSI) office intends to award a follow-on technical services, systems engineering, analytical, and software support contract. Activities support prog rams such as the Science and Technology Enterprise Management (STEM) and STEM-SIPRnet (STEM-S). The objectives will include the following activities: " Implementing/enhancing a tool that will manage the Army S&T Lifecycle including programming, budgeting, and execution of all S&T products and RD&E service as a single portfolio. " Implementing/enhancing a tool to enable organizations to better fulfill their mission in the management of the Army S&T Lifecycle. " Enabling proactive decision-making within known decision cycles. " Providing management with complete visibility to all Army S&T information. " Collaborating to improve inter- and intra relationships across RDECOMs Centers and Labs. " Identifying and document program requirements. " Integrating requirements into program implementation tasks and providing support in coordinating communications for programs such as Assistant Secretary of Army Acquisition, Logistics & Technology ASA(ALT), Army Capabilities Integration Center (ARCIC), a nd Modeling Architecture for Research, Technology, and Experimentation (MATREX) project. " Improving the ability to collaborate and expedite the delivery of technical information to the warfighter. " Providing a tool to provide command-wide visibility into S&T business processes in order to increase overall management effectiveness. " Integrating functionality of various COTS and GOTS products into the highest quality solution. " Reviewing RDT&E program and proposing resolution of issues. The STEM programs are web-based applications that are based on Oracles Commercial-off-the-Shelf (COTS) products (e-Business Suite, Oracle Collaboration Suite, Portal). It has have been configured for STEM & STEM-S to fit the detailed business requirement s of RDECOM. The operating environment is Sun Solaris, Windows Server and Oracle Database Management System 10g. In addition to Oracle software, SQL, PL/SQL, Java, J2EE, OAF extension, and JSP is currently in use. An open-standards compliant, thin-clien t web interface is provided to interact with clients connecting via commercial web browser software. System Capabilities: The systems consist of several different COTS components providing the following functionality: ATO process data STEM models and stores data to support the Army S&T Objectives (ATO) process requirements. The data model provides the ability to reflect the hierarchy of ATOs as a work breakdown structure and the ability to store associated attributes necessary to manage and report on ATOs. This data will be modeled using a STEM-specific configuration of the Oracle Projects module. Calendar data A web-based calendaring capability is provided to users. Command-wide Collaboration Command-wide Collaboration is enabled enterprise-wide through a document repository, sharing, version control, and real-time virtual meetings/online conferences to include pre-defined and ad hoc management reports, both viewable and printable. Workflow data STEM provides support for managing the ATO lifecycle processes of the S&T community using the definition and execution of business process workflows in an automated tool. STEM models and stores data to manage these business processes as workflows, along wi th data to store the state of each workflow process instance at any given point in time. This data will be later modeled using a STEM-specific configuration of the Oracle Workflow tool. Documents STEM provides support for storing documents created using desktop software (e.g., Microsoft Office) in a centralized files repository. The facility provides the ability to store documents that are created, disseminated, and reviewed among the S&T community . STEM supports vers ion control, categorization, searching, and sharing of these documents across the community in a centralized repository accessible command-wide. Documents are uploaded into the STEM repository directly from the users desktop. This data is then modeled usi ng a STEM specific configuration of the files module of the Oracle Collaboration. Services required: 1. Enhancements to the STEM systems, to include expanding the ATO capability to all Army S&T projects. 2. Provide program assessment, verification, and validation of various developmental and technical data. 3. Provide program management to determine work priorities, development of long term work plans and strategies, and adherence to the principles of cost, schedule and performance. 4. Lead integration activities to support oversight and coordination of all software and configurations. 5. Maintain and upgrade architecture to be compliant with DoD and HQDA requirements. 6. Provide functional integration and support for additional capabilities and enhancements. 7. Provide technical support services to integrate new and existing technology and tools. 8. Use systems engineering knowledge to determine specifications, identify and resolve interface problems, develop test requirements, evaluate test data and supervise design. 9. Provide comprehensive training program and training materials. 10. Provide administrative support. 11. Furnish RDECOM program and budget support services with a focus on monitoring the performance of RDECOM RDTE programs and developing and maintaining various financial and budgetary reports relative to RDECOM RDTE programs. Requested information: The U.S. Army Research, Development and Engineering Command (RDECOM) System of Systems Integration (SOSI) office requests that industry sources interested in participating in follow-on technical services, systems engineering, analytical, and software suppo rt contract respond to this Government request with the following information. a. Availability to work at Fort Belvoir, VA or a local customer site. b. One to two pages of company marketing literature. c. Description of why company can meet these requirements capabilities. This shall not exceed five pages. d. Proposed personnel list/resume that provides qualifications and have at least active DoD SECRET clearance. e. Prior customers to include contact information (names, email address, phone number). The requested information shall be provided electronically in Adobe Portable Document Format (.pdf).
