Description
This is a notice of intent to issue a purchase order to a Stanley Vidmar, 11 Grimes Road, Allentown, PA18105, on a sole source basis under the authority of FAR 6.302-1, only one responsible source and no other supplies will satisfy agency requirement s. Requirements call for custom cabinetry and storage solutions that can easily integrate with already existing Stanley-Vidmar cabinetry and storage solutions installed throughout the Combat Aviation Brigade footprint. The requirement also calls for a pr oduct that has a world-wide replacement, a lifetime warranty, and contractor support. The description of the product includes storage solutions and work stations that will enable aviation maintainers the ability to conduct maintenance within close proximi ty of the aircraft. Under our current situation, tools, repair parts, maintenance manuals, and maintainer personal protective equipment are all stored in separate locations. Time used to secure these items and re-store them for security and accountabilit y purposes creates inefficiencies. The standard aviation maintenance bay incorporates storage locations for tools, repair parts, maintenance manuals, and maintainer personal protective equipment and a workspace for the maintainer to conduct automated writ e-ups in the aircraft automated logbooks. Specific description of supplies includes: Storage systems and various work stations that enhance deployment readiness and work efficiency. These storage systems allow for an expedient and organized deployment. P lus provide a uniform work environment to store equipment in an organized manner that provides ready access to our equipment at home station and deployed locations, and more importantly will increase the units overall deployment readiness. Given the curr ent status of cabinetry and storage solutions in the Combat Aviation Brigade there is a critical need for new storage solutions that can seamlessly integrate with existing Stanley-Vidmar cabinetry and storage solutions. New storage solutions are vital to ensuring that aviation maintainers have viable means to ensure proper maintenance of the 4th Infantry Divisions rotary wing fleet of 110 helicopters. Our current facilities are not in line with the standard set-up for an aviation maintenance bay. For ex ample, there are no repair workstations in the newest hangars that hold our AH-64 Apaches; it is essentially an empty hangar. In some cases elsewhere in the Combat Aviation Brigade footprint, where we dont have Stanley-Vidmar cabinetry and storage soluti ons, we are using plastic tables to store heavy and bulky aviation parts worth hundreds of thousands of dollars while Soldiers perform repairs. This causes situations that are not only unsafe to our Soldiers, but it could also cost the Army money due to t he high probability of damage should one of these unstable tables collapse and damage the repair parts. Using the existing Stanley-Vidmar products coupled with the new products we are requesting will create a situation that enables the Combat Aviation Bri gade to conduct phase maintenance and unscheduled maintenance using equipment that is safe and durable. Without this purchase, there is an increased chance of unsafe maintenance practices as well as increased opportunities to damage critical aviation repa ir parts that could potentially lead to an aviation mishap or injury to Soldiers. Required delivery schedule is no later than 1 October 2007.
