Description
In accordance with the Federal Aviation Administration Acquisition Management System (FAA AMS) paragraph 3.2.2.4, the purpose of this announcement is to inform industry of the FAA's intent to contract with a selected firm using single source procedures. The Federal Aviation Administration (FAA) has a requirement to purchase gas analyzers for the purpose of fire testing. Our current information indicates that these products are only offered and maintained by Rosemount Analytical - Gas Division of Orrville, OH. The FAA Fire Safety Branch is responsible for the fire testing that occurs at the William J. Hughes Technical Center. Gas analyzers are required that will be monitoring 18 sampling stations during fire testing. The FAA intends to acquire gas analyzers that meet the following minimum requirements and specs: (**please note the requirement for Halon 1301 analyzer - this must be included in the proposal.) REQUIREMENTS: MEASURE RANGE SAMPLING TYPE POINTS CO 0-2% 0-10% 4 NDIR CO2 0-5% 0-10% 0-20% 4 NDIR HALON 1301 0-2% 0-7% 0-14% 4 NDIR CO 0-100 PPM 0-500 PPM 0-1000 PPM 1 NDIR CO2 0-500 PPM 0-1000 PPM 0-2500PPM 1 NDIR O2 0-25% - 100% 4 Paramagnetic Detector SPECIFICATIONS: 1) Multi-Component analyzer with multi-channel capability 2) Continuous monitoring sample flow 3) Outputs 0-10 VDC & 4-20 MA 4) Power 115 VAC 5) Detection limits, less than or equal to 1% of full scale 6) Linearity - Less than or equal to 1% of full scale 7) NDIR zero drift 2% per week 8) NDIR span drift .5% per week 9) Repeatability, less than or equal to 1% of full scale 10) 19" rack mountable Oxygen analyzer - Paramagnetic detector 1) Continuous monitoring sample flow 2) Outputs 0-10 VDC & 4-20 MA 3) Power 115 VAC 4) Detection limits, less than or equal to 1% of full scale 5) Linearity - Less than or equal to 1% of full scale 6) NDIR zero drift 2% per week 7) NDIR span drift less than or equal to 1% per week 8) Repeatability, less than or equal to 1% of full scale 9) 19" rack mountable 10)Successful offeror must maintain these analyzers with telephone support, response time NTE 2 hours, and on-site response time NTE 24 hours. Interested parties must respond by 1 p.m., local time on August 24, 2007 via email to Karen.Mercer@FAA.Gov. Offerors that believe they have the capabilities to supply the necessary analyzers in accordance with the given requirements and specs should respond and provide detailed documentation to support their capabilities. Please provide a line item price breakdown as well as proof that you can provide and have previously provided these items. If no other offerors or vendors respond, then it is the FAA's intent to negotiate with a selected firm using single source procedures. The FAA SHALL NOT be liable for any costs associated with the preparation of responses to the request for information, nor reimburse or otherwise pay any costs associated with the preparation of responses to the request for information, nor reimburse or otherwise pay any costs incurred by any party responding to this announcement.
