Description
The Department of Housing and Urban Development (HUD) intends to procure subscription services of a contractor?s existing on-line system that allows multifamily appraisers to access verified and confirmed sales data with the following uses: Apartment housing for low, moderate and market properties, sales with ax credits; senior housing; skilled nursing facilities; mixed use properties with housing and commercial; land sales of properties having residential zoning or other zoning that would allow residential use. The services must be available for at least six appraisers with electronic accessibility with the ability to print and download data. The service is divided into a county area: Los Angeles (north, south, east, west), Orange, Riverside, San Bernardino, Riverside, High Desert and Ventura. The property information must include at a minimum the following information: address of property, city, county with map location; property assessor parcel number an parcel map; seller?s name and phone number; buyer?s name and phone number; lot size and zoning; sales price; Financing information; new lender information; detailed description of property improvements; income description; expense amount (with detail if possible); property type description; listing agent name and phone number; sales agent name and phone number. The term of this subscription services is to be for a base year with 4 one-year option. HUD intends to competitively procure these services. At this time HUD has not determined whether to solicit the service as a small business set aside or on an unrestricted basis (i.e. all types) under FAR Part 12. A decision will be made after review the responses to this notice. Interested large businesses must express intent to subcontract at least 40% of the work to small businesses, in accordance with HUD?s established goals for small business participation in procurement. For purposes of determined size status, NAICS code 541990 with $6.5M in annual receipts will be used. If interested,, please email Gay E. Julian at Gay.E.Julian@hud.gov and provide 1) Qualifications sufficient to ascertain the vendor may be able to perform the requirements stated above; and 2) identification a to whether the vendor is large or small, and if large, intent to subcontract 40%. Do not submit a company overview or unnecessarily elaborate materials; submissions should not exceed 10 standard pages when printed. Vendors who do not submit the mandatory information may not be considered. Interested parties must respond not later than 1:00 pm Mountain Time on August 27, 2007.
