Description
Amendment to NLM-07-AN The following is provided to describe the anticipated quantity of hardware components to meet requirements under NLM-07-AN. Hardware and programming Services to initiate an audio tour program for Against the Odds: Making a Difference in Global Health at the National Library of Medicine Equipment Requirements The Exhibition Program at the National Library of Medicine is engaged in providing docent led educational tours for exhibitions on display in the National Library of Medicine. The potential sources for this requirement will be able to provide audio wand players that incorporate images and media for enhanced educational experiences and production services for an in-depth audio program of the new exhibition. Hardware Minimum of 40 handheld interpretive guides with audio, image and video capabilities. The handheld guides should include capacity of 256 MB per units plus storage/recharging rack, upkeep and repairs for the duration of the project; expanded memory up to 4GB, work either as listening wands or with headsets; able to integrate with other audio tour devices (such as hardware for Visible Proof exhibit below). Devices must also be adaptable for visitors using hearing aids. The handheld guides will be required to deliver media rich content to visitors in a familiar, easy to use format, image and video capabilities in both touch screen and keypad-driven guides. Anticipated Use and Production for Hardware The anticipated tours will be 30 minutes long, and may include up to 5 voices and up to 20 audio commentaries. Other production approaches may also be considered (sound, music, guests, etc.). Media, still images, and graphics will further enhance the production. Creative development and programming is essential considering the nature of the tours. Hardware and programming services to initiate an audio tour program for Visible Proofs: Forensic Views of the Body at the National Library of Medicine The Exhibition Program at the National Library of Medicine is engaged in providing docent led educational tours for exhibitions on display in the National Library of Medicine. The current project is Visible Proofs: Forensic Views of the Body, which will be open until February 2008. The vendor will provide unique hardware that allows for multiple groups to tour the exhibition simultaneously, audio wand players for enhanced educational experiences, and production services for an in-depth audio program of the current exhibition. Equipment Requirements Minimum of 40 receivers, 3 transmitters, 3 microphones, 35 headsets, 4 charging suitcases, and 2 year up-keep and repair service. Wireless transmitters and receivers that allow for multiple group tours of exhibitions to be conducted without disturbing individual visitors, Library patrons, or Library staff. Equipment must allow pre-recorded information to be distributed through an audio player; allow exhibit visitors to adjust the volume of their receivers; allow hearing impaired individuals to transfer the audio directly to their hearing aid. The equipment must also provide interactive programming, be ADA compliant, include MP3 stereo sound audio wands with programmable volume range, hearing aid t-switch and induction loop compatibility, keypad navigation aid, visitor response options, and multi-lingual option. The storage rack uploads content, stores visitor response data, and programs languages. Receiver units must be equipped with storage/recharging rack, and provide up-keep and repairs maintenance agreement for the duration of the exhibition. Anticipated Use and Production for Hardware The anticipated tours will be 30 minutes long, and may include up to 5 voices and up to 20 audio commentaries. Creative development and programming is essential considering the nature of the tours. ***End of Amendment 01*** Background The National Library of Medicine utilizes the most advanced information technologies to provide audiences around the globe access to the world's largest collection of biomedical information. With a robust Exhibition Program, the institution's exhibitions educate visitors about science, medicine, and technology while introducing them to the Library's services. As an extension of its commitment to using technology to advance scientific knowledge and expand access to biomedical information, the National Library of Medicine is adding an audio guide service for its exhibition visitors. Through the adaptation of cutting edge audio tour technology, the Library will be providing an enhanced educational experience to people touring the exhibition. People will be able to access additional content, images, or videos that would otherwise not be available. The Library will be able to accommodate larger tour groups without disturbing researchers while augmenting the content with sophisticated audio programming. Requirements Extensive experience in working with museum and cultural institutions to produce self-guided audio tour experiences for diverse audiences is required. An extensive client list is important to evidence proven ability to meet the demands of large cultural institutions. The proposed audio tour program for the National Library of Medicine is considered an extension of its commitment to using technology to advance scientific knowledge and expand access to biomedical information. Through the adaptation of cutting edge audio tour technology, the Library will be providing an enhanced educational experience to people touring the exhibition. Potential sources must evidence extensive experience in successfully adapting the content of the scope and nature of the Library's past exhibition projects into creative and engaging audio tour formats. Potential sources should also cite any awards their productions or equipment have received in the past. Special consideration should be given in responding to the requirement for the programming requirements of exhibit, ?Against the Odds: Making a Difference in Global Health?. Prospective sources shall evidence the ability to provide multilingual productions, preferably through an international client list. Because the content of Against the Odds is focused on Global Health, the audio tour production must appeal to a multicultural audience and available in multiple languages. It is understood this level of cultural awareness and sensitivity is shown by the company's familiarity with cultural institutions outside of the United States. 1) Hardware and programming services to initiate an audio tour program for Visible Proofs: Forensic Views of the Body at the National Library of Medicine Minimum requirements -Extensive Client list of cultural institutions which produce exhibitions and related programs of similar size, scope, and content to the Library?s exhibitions -Extensive years of experience -Extensive client list (national and international) Creative services -Proven ability to create superior experiences with minimal client oversight -Ability to produce presentations in over 20 languages -Experienced in audio tour scripting and storyboarding -Ability to work closely with the client?s staff from concept through final editing. -Experienced in using sound effects and music to enhance the audio tour experience -Experienced in using linear and random access formats for content delivery -Experienced in creating programming suitable for and interesting to K-12 audiences -Ability to create programming suitable and interesting to sight impaired visitors Equipment Docent guidance system -Allow docents to lead very large groups while being easily heard by all and not disruptive to the Library staff and patrons -Allow supplementation of docent tour with recorded or archival media. -Allow multilingual tours without requiring multilingual docents -Provide for multiple group tours at one time. -Allows Visitors to adjust the volume of their receivers to suit their own preferences -Allows visitors who are hearing impaired to transfer the audio directly to their hearing aid. -Equipment meets rigorous quality and security standards (frequencies are pre-approved by the FCC), while offering an efficient, elegant solution to accommodating groups.
