Description
The National Cancer Institute (NCI), Division of Cancer Epidemiology and Genetics (DCEG), Biostatistics Branch (BB) plans to procure on a sole source basis with The National Cancer Institute-Cairo, 1 Fom El-Khalig SQ, Cairo Egypt 11796 to implement the case-control study of Inflammatory Breast Cancer (IBC) at the NCI-Cairo. The proposed study entitled "A case-control study of inflammatory breast cancer in North Africa and France" will assess risk factors for IBC and will include approximately 400 IBC cases accrued at 6 centers in North Africa (1 center in Tunisia, 1 in Egypt, 2 in Algeria, and 2 in Morocco) and 1 center in France. Two control groups will be included: 1) 400 non-IBC breast cancer cases and; 2) 400 visitor controls (excluding first-degree relatives) to randomly selected female inpatients (excluding those with breast, ovarian, endometrial, and pediatric cancers) in the study cancer hospitals. The study will involve the administration of a questionnaire, anthropometric measurements, blood collection on filter paper, saliva collection, digital photographs of the breasts of IBC cases, and the collection of paraffin-embedded tumor tissue for IBC cases and non-IBC breast cancer cases at selected centers. The study will be conducted as a consortium, with form development and translation centered at the International Agency for Research on Cancer (IARC). A review of study procedures will be done after the first three months of data collection. The proposed contractor is a scientific collaborator on the project "A Study of Inflammatory Breast Cancer in North Africa and France." The study is being conducted at the National Cancer Institute ? Cairo, the largest cancer center in Egypt and the only cancer center in Egypt which diagnoses a sufficient number of IBC cases to meet the minimum criterion for our study. The National Cancer Institute - Cairo was a collaborator on the NCI-DCEG pilot study of inflammatory breast cancer. No other single institution in Egypt meets the criteria necessary to participate in the proposed case-control study. Period of performance shall be for one year from date of award. The supplies and services herein are being procured in accordance with the simplified acquisition procedures as authorized by FAR Part 13. The North American Industry Classification System code is 541990 and the business size standard is 500 employees. This notice is not a request for competitive quotation. However, if any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party has the unique capabilities, resources and personnel to perform the requirement. Capability statements must be received in the contracting office by 2:00 PM EDT, on September 4, 2007. Faxed and emailed capability statements are NOT authorized. It is the vendor?s responsibility to call (301) 402-4509 and verify that questions were received. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractors must be registered in the Central Contractor Registration (CCR) www.ccr.gov and the Online Representations and Certifications Applications (ORCA) http://orca.bpn.gov .
