Description
The National Institute of Standards and Technology (NIST), Acquisition Management Division, on behalf of the Center for Nanoscale Science and Technology (CNST), intends to negotiate on a sole source basis under the authority of 41 USC 253 (c)(1), with Alcatel-Lucent of Murray Hill, NJ, for a Multi-Electrical Characterization System. The NIST/CNST has recently hired a scientist from Bell Labs, a part of Alcatel-Lucent. As such, NIST has a unique opportunity to purchase a lot of used equipment from Alcatel-Lucent for the purpose of magneto-transport characterization of nanofabricated structures. A comprehensive electrical characterization of nanodevices based on novel material combinations requires a toolset capable of electrical probing at intermediate processing stages with the sensitivity capable of electrical detection to single atom/dopant /electron motion within the devices and an acceptable throughput for accumulating a statistically significant dataset. These requirements cannot be met by any single experimental tool. This lot of tools is designed to address different material, fabrication and measurement issues common for a broad range of devices. The lot consists of three major characterization/fabrication tools: (1) A high-vacuum evaporator which is equipped with a custom-designed cold stage with tilt over 180 degrees relative to evaporation axis and 360 degree rotation; (2) An Oxford Heliox 2 top-loading He3 cryostat enabling transport measurement in a quiet and controlled electronic environment over extended period of time; and (3) A JOEL JSPM-4200 AFM/STM system which is used as a versatile structural characterization tool and as a nanoscale probe station. Other devices in the lot are used to support different types of electrical measurements (ultra-low voltage and current noise, high frequency etc.) within the main characterization stations. This lot of equipment has been assembled over a few years and is not collection of individual components, but rather an entire system. Each piece has been selected and, in many cases, customized to work with all the others. The customized items are unique and are, therefore, not available from any other source. Sole source determination is based on the following: The equipment lot is currently owned by Alcatel-Lucent/Bell Laboratories. Alcatel-Lucent does not typically sell used equipment, however, in this case, they are discontinuing the project that the suite of equipment was purchased to perform, and they have offered this equipment to the scientist in order for the research to continue at NIST. As this lot of equipment is only available from Bell Laboratories, Alcatel-Lucent is the only source for this equipment. In addition, there is a real and substantial benefit to the Government both in terms of cost and in terms of a dramatic reduction in the time necessary to establish an operational multi-electrical characterization lab in the CNST. The North American Industry Classification System (NAICS) code for this acquisition is 334516, and the size standard is 500 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations, however, responses received by September 4, 2007, will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
