- This is a pre-solicitation notice for synopsis of TRANSIENT ALERT SERVICES for Davis-Monthan AFB (DMAFB), AZ. This is a commercial service; therefore, FAR Part 12, Acquisition of Commercial Items, shall apply to this acquisition. Services include serving DMAFB, AZ and Libbey Field Army Airfield. The contractor shall furnish all personnel, plant, labor, materials, equipment and tools necessary to perform TRANSIENT ALERT SERVICES for DMAFB. The contractor shall perform these duties in accordance with the Performance Work Statement (PWS). This acquisition will be solicited as a Request for Proposal (RFP) utilizing FAR Part 15, Contracting by Negotiation. A Firm Fixed-Price Performance Based contract will result from this solicitation. Award selection will be based on Past Performance and Price. Period of performance will be for a base period and four (4) one-year option periods. This acquisition is in accordance with FAR 19.1405 shall be 100% Set-Aside for Service Disabled Veteran Business. The North American Industry Classification System Code is 488190; and, the small business size standard is $6.5 million. The RFP Number FA4877-07-R-0021 will be issued on or about 30 June 07, posted electronically on the Federal Business Opportunity website (http://www.eps.gov). No paper copies will be issued; no telephone requests will be honored and no bidder?s mailing list will be maintained. Potential offerors are responsible for monitoring this site for the release of the solicitation package. To be eligible for contract award, offerors must be registered in the DoD Central Contractor Registration (CCR). Register via the CCR website (http://www.ccr.gov) or by contacting CCR Customer Service Contact Information at 1-888-227-2423.
