Description
United States Transportation Command is seeking information that will help the Agency explore options for providing dedicated aircraft service. THIS IS A REQUEST FOR INFORMATION (RFI) to identify sources and capabilities to provide dedicated aircraft service. It does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This RFI does not commit the Government to contract for any supply or service whatsoever. The information provided in this RFI is subject to change and is not binding on the Government. Federal Acquisition Regulation (FAR) 52.215-3 Request for Information or Solicitation for Planning Purposes (Oct 1997) is included as follows: (a) The Government does not intend to award a contract on the basis of this solicitation or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and proposal costs, of the Federal Acquisition Regulation. (b) Although ?proposal? and ?offeror? are used in this Request for Information, your response will be treated as information only. It shall not be used as a proposal. (c) This solicitation is issued for the purpose of: sources sought only. All information received in response to this RFI that is marked PROPRIETARY will be handled accordingly. The Government shall not be liable for or suffer any consequential damages for any proprietary information not properly identified. Proprietary information will be safeguarded in accordance with applicable Government regulations. Please be advised that all submissions become Government property and will not be returned. The purpose of this RFI is to determine if there exists a turn-key passenger airlift service to include all necessary personnel and aircraft capable of operating from major southeast and southwest region CONUS airports. The government is seeking sources for dedicated aircraft (120 ? 200 seat configuration) and personnel, to transport 1,400 passengers to multiple locations, round trip, 5 days a week, with multiple flights per day with an average of 190 flights per week. One weekend flight per month may be required for approximately 100 passengers. While actual locations are still being determined, example airport locations include TPA, ATL, PHX and LAX. The offeror?s service must include all aspects of transportation to include: flight crews, flight attendants, aircraft maintenance and equipment, ground handling, scheduling, dispatching, manifesting, and quality assurance/contract management. Government will provide terminal space at all arrival and departure locations. Most contract personnel must possess a security clearance. Carrier must be FAR Part 121 certificated and be a member of the Civil Reserve Air Fleet (CRAF). Service shall be for a base year plus 4 option years. Request a rough cost estimate for this effort.
