Description
This is a request for information only. The intent is to identify potential small business offerors capable of providing the services of one part-time (0.5 FTE) Pediatric Orthopaedic Surgeon for Tripler Army Medical Center, Honolulu, Hawaii. The con tract term, if awarded, will be one year with no option periods. Period of performance will commence on or about 17 September 2007 through 16 September 2008.The NAICS code for this proposed procurement is 621111 and the annual size standard is $9 Million. The qualifications for this position are as follows: Qualifications: The contract Pediatric Orthopaedic Surgeon must possess knowledge and expertice to efficiently and effectively examine, diagnose and treat a full spectrum of orthopaedic conditions and make recommendations regarding prognosis and definitiv e care, including those requiring surgical intervention. Specifically, the clinical capability to address the breadth of pediatric orthopaedics inclusive of the operative and non-operative management of congenital, developmental, pathologic and traumatic s pinal deformity, hip dysplasia, extremity deformity must be possessed. Management of adolescent and young adult hip conditions is included in the breadth of capability. Possession of experience in the management of musculoskeletal neoplasms is desired. Ha ve sufficient experience to be able to adequately perform the following procedures, to include, but not limited to the following: Operative and non-operative treatment of clubfeet and other childhood foot deformities; Operative and non-operative management of childhood hip dysplasia, inclusive of femoral and pelvic; osteotomies; Periacetabular osteotomy, hip arthroscopy and surgical hip dislocation; Anterior and posterior spine fusion for deformity correction; Limb lengthening. Have sufficient expertise an d capability to effectively evaluate and oversee care for severely handicapped children in a multidisciplinary clinic. Familiarity with the pathophysiology and principles of management of cerebral palsy, myelomeningocoele and genetic conditions with muscul oskeletal manifestations is a prerequisite. Be able to provide on-island call coverage at Triper Army Medical Center, HI and be available on-island to provide consultative services and assist with difficult surgical cases as needed. Education: The contract Pediatric Orthopedic Surgeon must be a Doctor of Medicine (M.D. or D.O.) who is board certified in Pediatric Orthopedic Surgery (American Board of Orthopaedic Surgeons certificate). Meet all licensing/certification requirements to perform as a Surgeon in accordance with requirements of the basic contract, to include: Possesses current federal Drug Enforcement Administration (DEA) registration for prescribing controlled medical substances; Possesses and maintains a current, unrestri cted state/federal DEA number; Possesses and maintains a valid, unrestricted license in the State of Hawaii; Foreign medical graduate physicians shall possess a valid certificate from the Educational Council for Foreign Medical Graduates or 5th Path. Po ssess applicable professional education diploma(s), official certificates of internship/residency from an ACGME approved program. Must have completed Fellowship training in Pediatric Orthopaedic Surgery. Licensure/Certification/Registration: A valid unrestricted physician license in one of the 50 states of the United States, and/or the District of Columbia, the Commonwealth of Puerto Rice, Guam, or the U.S. Virgin Islands. All required licenses and permits and comply with all applicable Federal, State and Municipal laws. If applicant is a foreign medical graduate he/she must possess a valid certificate from the Educational Council for Foreign Medical Graduates. Possess applicable licenses, in good standing , meeting licensing/certification requirements to perform as a Pediatric Orthopaedic Surgeon. CARDIOPULMONARY RESUSCITATION (CPR). The contract Orthopedic Surgeon must be currently trained and maintain qualification in CPR and emergency cardiac care as evidenced by successful training in Basic and Advanced Cardiac Life Support. Certificate of completion of Advanced Cardiac Life Support (ACLS). Experience: Applicant must have at least 18 months experience practicing as a Pediatric Orthopedic Surgeon within the past two years prior to commencement of services under this contract. Possess at least 10 years experience as a fellowship trained Pedia tric Orthopaedic Surgeon and ability to function in a teaching/training capacity instructing Orthopaedic Surgical residents assigned to a military residency program. The contract Orthopedic Surgeon may be required to attend an on-site interview at his/her/their own expense.
