Description
The Topographic Engineering Center (TEC) has a requirement for Installation Geospatial Information and Services (IGI&S) support. The purpose of this Request for Information (RFI) is to determine if there are sources capable of satisfying the governm ents requirements. No proposals are being requested or accepted under this RFI. Feedback addressing clarity, feasibility, scope, and potential alternative means of meeting the governments requirements are sought. Offerors must identify their business s ize (large or small) in relation to the following NAICS code: 541512  Computer Systems Design Services. Contractor personnel must require DoD security clearances at least at the Secret level for key personnel. Capabilities Package: TEC is assessing the existence of sources and is requesting capability packages from industry on the requirement below. We are seeking for sources able to address their ability and/or approach with partners for the functions identify in this RFI. The functions may or may not be the sole responsibility of a prime, but also with the partners. Interested Sources shall posses an in-depth understanding of the requirements listed below and shall demonstrate expertise in deploying enterprise class geospatial systems and associated staff to support the Armys I&E domain; worldwide geospatial systems development including the necessary software development, requirements, programming, GIS and Computer Aided Drafting and Design (CADD) software, us er interface design, networking, storage, operating systems, helpdesk, geospatial standards (Spatial Data Standards for Facilities Infrastructure and Environment (SDSFIE) and Federal Geographic Data Committee (FGDC) and DoD and Army policies. The Sources shall demonstrate the capability of performing project management, user interface design, graphic design, webpage design, technical expertise in GIS and CADD, geospatial database development, database design, enterprise architecture, .NET, Java, ESRI and B entley products, HTML, Web 2.0, AJAX, Adobe, Citrix, Lizardtech, ERDAS, Trimble, and Visual Basic, technical document drafting and review, and presentation development. Responses must be limited to no more than 20 pages (back-up material does not count to ward the 20 page limitation) and must address the following specific areas: 1. Demonstrated capability to provide onsite IGI&S installation, regional, and Headquarters Department of Army (HQDA) support to offices within the I&E domain that require onsite IGI&S support and services. This might include Directorate of Public Works, Environment and Range offices, IMCOM regional and HQ offices, and OACSIM HQDA offices. 2. Central and distributed capability to provided IGI&S geospatial data layer creation (thr ough manual and automated/assisted means), maintenance, Quality Control/Quality Assurance (QA/QC), documentation (both geospatial compliant metadata and geospatial Quality Assurance Plans (QAPs)), and geospatial data standards and compliancy with Spatial D ata Standards for Facilities Infrastructure and Environment (SDSFIE) and the Business Enterprise Architecture (BEA). 3. Knowledge and experience in developing and delivering and documenting logical and physical data models to support integration and fusio n of geospatial and other data from multiple sources with approves data dictionaries and standards. 4. Knowledge and expertise in geospatial data analysis, manipulation, presentation and map production. 5. Expertise in implementing world-wide, customized geospatial applications and tools 6. Experience with industry standard software development practices. 7. Developing system architecture to support geospatial requirements and identify gaps within current technology. 8. Knowledge in aerial photography, i mage compression, and processing, loading and integrating raster data into geospatial systems. Sources should provide the capability to acquire imagery from Government sources, commercial aerial imagery, and satellite providers. 9. Enterprise level geospatial application/database development and operation/maintenance/administration of both application hardware and software. 10. Knowledge in providing helpdesk, troubleshooting and bug tracking for geospa tial applications. 11. Sources shall be capable of developing and conducting IGI&S training for installation, regional and HQDA technical and non-technical staff. 12. Knowledge and experience in acquiring, and fusing geospatial information and other busi ness systems and presenting that information back to the business community. 13. Examine and evaluate technologies and tools from Government, Academia, and Industry for best of breed capabilities. 14. Geospatial model building and application development . 15. Demonstrate and implement the capability of integrating and disseminating timely, accurate, and relevant geospatial information horizontally and vertically within the Army I&E domain and other agencies. 16. Expertise in application rationalization 1 7. Expertise applying portfolio management practices to geospatial systems and data. 18. Experience reducing redundant IT applications from many to one. 19. Expertise in strategic communications. 19. Expertise in business process modeling. 20. Expertise in requirements collection, development and prioritization process. Interested Sources are encouraged to submit product literature in response to this RFI. Any submission of such product literature or catalog cut sheets will be treated separate from, and will have no bearing on, any subsequent evaluation of proposals su bmitted in response to any resulting future formal Request for Proposals (RFP). TEC will not pay for information or comments provided and will not recognize any costs associated with submission of comments. RESPONSES ARE DUE NO LATER THAN September 6, 20 07, 4:00 PM EST.
