- The main elements of this action include performance surveys to determine the presence or absence of desert tortoises and/or sensitive-plant species at abandoned mine site locations on federal lands managed by the Bureau of Land Management (BLM), the United States Forest Service (Forest Service), and/or the National Park Service (NPS) in Clark County, Nevada. Due to the timing and frequency of desert tortoise closure surveys, the Contractor must be located within two hours driving time of southern Cl ark County, Nevada, in order for the efforts to be cost effective. An authorized tortoise biologist must have: Possess a minimum of a bachelor's degree in biology, ecology, wildlife biology, herpetology, or closely related fields; Have a tortoise-handling permit from the Nevada Department of Wildlife prior to conducting closure surveys. Have demonstrated prior field experience using accepted resource agency techniques to survey for desert tortoises and tortoise sign, which should include a minimum of 60 days field experience; and Have the ability to recognize and accurately identify all types of desert tortoise sign and the ability to accurately record survey results.
