Description
The U.S. Army Engineering and Support Center, Huntsville, AL is seeking potential contractors or sources for a procurement consisting of courses identified as: (1) HVAC systems: testing, adjusting, and balancing-QV, and, (2) HVAC systems commission ing. Interested sources must be able to provide all services, personnel, material, audio visual aids, training aids, and travel necessary to administer and present a course of instruction for both sessions. This is not a formal solicitation. Contractors who can provide the U.S. Army Engineering Support Center with the services referenced below are invited to submit in writing an affirmative response that includes, at a minimum, the proposed credentials and qualifications, any applicable pricing data, and any additional information indicating a bona fide ability to meet these specific requirements. Previous source for these courses was GateWay Community College, Phoenix, Arizona. The instructor(s) for the HVAC systems (course #68), testing, adjusting, and balancing-QV, must be certified by either NEBB, AABC, or TABB as TAB technicians, or, are certified HVACR/TAB instructors by a college, community college, or technical college. Minimum equipment required for the course includes: (A) VAV Air Handling Unit with VAVs (including cooling only, cooling with reheat, parallel fan powered boxes, series fan powered boxes) with a DDC control system connected to control the Air Handling un it and VAVs. VAVs must be pressure independent type; (B) Constructed ductwork that is designed to fail a duct leakage test. All equipment must be provided to perform a duct leakage test; (C) Sound test equipment to perform sound testing; (D) A mi nimum of two centrifugal pumps with one having variable frequency control and both having calibrated balancing valves with the capability to actually pump water for setting of pump flows. Must have inlet strainers with gage connection at inlet of strainer , inlet of pump, and outlet of pump in order to perform pump shut-off head tests and pump performance tests; (E) A water system must be provided with at least three different types of circuit setters/calibrated balancing valves so that students can set v arious flows throughout the system; (F) A single zone air handling unit with at least six diffusers with manual balancing dampers, so that students can balance the system using an air flow hood. A Shortridge air flow hood must be provided and demonstrat ed on proper use to the students; (G) A fan with inlet and outlet duck-work in both round and rectsangular duct with at least two different locations for performing duct traverses using a supplied pitot tube; (H) An actual balance report must be provide d with several errors and instruction as to how to discern the errors; The instructor(s) for HVAC Systems Commissioning (course # 327) must be certified by either NEBB, AABC, or TABB as TAB technicians, or are certified HVACR/TAB/HVAC controls/commissioning instructors by a college, community college, or technical college. M inimum equipment required for the course includes: (A) Water Cooled Chiller and Cooling Tower with capabilities to load system and run during months of November, December, January, March and April; (B) Boiler, at least two pumps with one being controlled by a Variable Frequency Drive, Fan coil units with capabilities to run in cooling and heating modes during months of November-April; (C) VAV Air Handling Unit with ductwork and VAVs being controlled by DDC system. VAVs shall be pressure independent with 4 different types cooling only, cooling with re-heat, parallel fan powered, and series fan powered; (D) Mulitzone Air Handling Unit with fully functional DDC controls by Johnson Controls. Controls shall be displayed on large screen so that students can a ll see what is being done at the same time; (E) Class size must be able to accommodate up to 40 students; (F) Laboratory time must consist of 16 hours of a 3 6-40 hour week. Class size must be able to accommodate up to 40 students. Laboratory time shall consist of 16 hours of a 36 to 40 hour week. Documentation must be provided that a contractor can provide a facility containing all the above requested equipment and that equ ipment is operable, and, space is adequate for station breakout. Copies of certification standards must be provided that verify the company meet or exceed the requirements established and validated by the HVACR industry associations. Documentation of teaching experience shall include: (1) when and where; ((2) teaching audience; (3) title and brief description of the course taught: (4) course length. Instructor shall provide a copy of their diploma and certifications. The following information should be included with the response to this Sources Sought announcement: Duns Number, Tax Identification Number and Cage Code. All interested sources must be registered in the Central Contractor Registration (CCR) before they c an be considered as potential sources for the courses listed above. For this Sources Sought announcement it is not necessary to submit any additional information, resumes, sales materials or brochures.
