Description
THIS IS A SOURCES SOUGHT ANNOUNCEMENT. There is no solicitation available at this time. The Army Sustainment Command is seeking to identify POTENTIAL SOURCES who have the capability and experience to provide the following services. First, recruiting of students to accomplish specific project(s) with student(s) enrolled in accredited postsecondary minority serving educational institutions identified by the Department of Education, to support Executive Order 12876, Historically Black C olleges and Universities, Executive Order 12900, Educational Excellence for Hispanic Americans, and Executive Order 13021 Tribal Colleges and Universities. In addition to gaining work experience, the student will be given a specific project to complete within the 10 to 15 consecutive week time frame. If the specific project is completed within the specified time frame, additional projects will be given to st udent to complete the required 10 week internship for the summer session and 15 weeks for either the fall or winter sessions. The Government will define a specific project in each individual task order. The list below is representative, but not inclusive, of the types of project(s) student(s) will work on. Each individual task order will be 10 to 15 consecutive weeks in length. The contractor is responsible for the following: Screen and rank student(s) that conform to the Executive Orders 12876, 12900, 13021, and select a student for each individual task order. Provide a copy of each student's submitted Standard Form 85P, Questionnaire for Public Trust Positions, to the Security Office as identified in each task order, two weeks prior to the student's arrival at the work site. Ensure that each student selected for each specific project meets the qualification requirements of the Government. Provide adequate and safe housing for student(s) at project site. Provide roundtrip transportation for student(s) from residence to project site. Provide daily roundtrip transportation for student(s) from housing to project site. Ensure that the student(s) selected for the project receives a stipend based on their years of college. Manage and perform all administrative functions associated with the educational training projects as well as any other logistical or liaison activities. Provide all required technical direction with regard to the performance of each individual project. Types of Projects (sample) Develop update web sites and home pages. Complete feasibility studies on various topics. Develop training and classes (may include films, videos, handouts). Complete computer modeling of production lines. Complete statistical process control (SPC) studies. Complete study of the ergonomics of production lines. Develop implement an activity based costing system. Update pollution prevention opportunity assessment library. Prepare report on long-term monitoring optimization of groundwater. Complete scientific analysis and validation of proposed technologies. Analyze budgets and provide information to management. Conduct audits on customers' compliance with regulations. Upgrade computers, install software, enhance/upgrade databases. Complete study and make recommendations on traffic issues. Secondly, providing support services for the Student Career Experience program (SCEP) and Federal Career Intern Program (FCIP) by marketing to students enrolled in accredited postsecondary minority serving educational institutions identified by the Dep artment of Education, to support Executive Order 12876, Historically Black Colleges and Universities, Executive Order 12900, Educational Excellence for Hispanic Americans, and Executive Order 13021 Tribal Colleges and Universities. The SCEP program allows appointment of students while in school who may be non-competitively converted to permanent positions upon completion of the program. The FCIP program may be used to appoint candidates for positions at the GS-5/7 or 9 level without requesting an OPM certificate of eligibility. The main focus is to increase minority participation through marketing at Minority Serving Institutions (MSI). The contractor shall facilitate marketing of the SCEP and FCIP programs to MSIs through increased marketing materials, attendance at career day events, attendance at various workshops, and direct marketing to MSIs. The contractor shall provide the following in support of this effort Provide support in developing content for marketing materials (brochures, pamphlets, CDs, etc.) to the Minority College Relations Team (MCRT). Coordinate the distribution of marketing materials to MSIs through the MCRT. Interface with MSIs to promote the SCEP and FCIP programs through Site visits to MSIs  number of visits determined by MCRT Attendance at Career Fairs as approved by the Contracting Officer  number of visits determined by MCRT Attendance at Conferences as approved by the Contracting Officer  number of visits determined by MCRT Communications (email, phone, etc) with MSI representatives. Provide application processing to include Development of a web site for applicants from MSIs to submit their applications for the SCEP and FCIP programs Managethe underlying database of applicants Forward or make available submitted applications to the SCEP and FCIP government Point of Contact (POC). Review applications for completeness before forwarding or making available the application to the SCEP and FCIP government POC.
