Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.Solicitation W912L2-07-Q-0002 is being issued as a Request for Quotation. This solicitation incorporates provisions and clauses for commercial items in effect through Federal Acquisition Circular 2001-15. This acquisition is reserved for a small business concern; however, the Government is accepting quotes from small business concerns and large businesses. In the event of insufficient small business concern participation, award will be made to participating large business. Services Non-personal: Contractor is to provide all tools and equipment to replace existing evaporative coolers in building #20 Sheet metal shop at 161st Air Refueling Wing, Phoenix, AZ 85034. Scope of Work Replace Evaporative Coolers Building 20 161st ARW This project will consist of furnishing and installation of evaporator cooling machine for the shop areas of building No. 20 at the 161st ARW, Arizona Air National Guard. The contractor will provide a two (2) 20,000 CFM Evap cooling machines (Cel-Air Mode l OEL-ODO-40) with Baldor Mi227T motor, submersible pump, Glasdex Cooling Pads, and 271 BAF FC DWDI Fan. Contractor will use existing stands, water supply, electrical and control service, and ducting to facility. Existing evap will be come the property o f the contractor with the exception of the motors that will be turned over to the government. COMMERCIAL ITEM DESCRIPTION: CLIN 0001: 20,000CFM Evaporative Cooling Machine Cel-Air Model OEL-ODO-40, with Baldor MI227 motor, submersible pump, Glasdex cooling pads and 271 BAF FC DWDI Fan. (or equal) Quantity (QTY) : 2 EA CLIN 0002: Labor to install new Evaporative Cooling Machine and remove existing coolers. QTY: 1 LS FOB POINT IS DESTINATION The following provisions in their latest editions apply to this solicitation: FAR 52.212-1, Instructions to Offerors, Commercial, FAR 52.212-2, Evaluation of Commercial Items. The Government will award a firm-fixed price contract, resulting from this solic itation, to the responsible offeror, whose offer conforming to the solicitation will be the Best Value to the Government. The Best Value is the most advantageous offer, price and other factors considered, and consistent with the Governments stated import ance of evaluation criteria. The following factors shall be used to evaluate offers: Price, specifications of Evap Coolers and delivery schedule. Therefore all quoters must submit specifications of Evap Coolers, their best price and best delivery schedule. The government intends to evaluate quotes and make award without discussions with offerors (except clarifications as described in FAR 15.306(a)). Therefore, the offerors initial quote should contain the offerors best terms from a cost or price standpoi nt. Do not assume you will have the opportunity to clarify, discuss or revise your offer. Offeror may, at the discretion of the Government, be asked to provide more information and clarification regarding their offer/quote. Request for such information d oes not constitute discussions. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary.
