This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, in conjunction with FAR 13.5, as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; bids are being requested and a written solicitation will not be issued. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. Department of State is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, completed, real-time bids. All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. Information can be found at www.ccr.gov FOB DESTINATION SHIPPING A) The offeror shall provide the government, with its offer submission, written verification from the GSA schedule holder that an agreement exists that validates the offeror's right to offer the GSA schedule items on behalf of the GSA schedule holder, if other than the offeror; and, B) By proactively complying with this offer term, sellers accept that the government will make award to the GSA schedule holder only, as the sole awardee. Further, the sole awardee and only the sole awardee shall submit its invoice to the government and receive payment from the government. The Bureau of Information Resource Management Radio Programs Branch manages the Department?s global emergency and evacuation radio programs used for public safety, protection of government property and life, and support of the Secretary of State. To date, the Department maintains over 220 million dollars worth of radio communications equipment worldwide. To maintain this equipment, a procurement vehicle has been in place to cover the need to purchase parts and life cycle replacement radios. This procurement vehicle, an IDIQ contract SLMAQM 01 D 0013 with Motorola Corporation has exercised its last option year, and a new refresh contract is in negotiations between Motorola and Department of State. The life cycle for the deployed radio system has four more years in which operations and maintenance are required to continue. The justification for sole sourcing with Motorola Corporation is due to the Motorola proprietary embedded signal algorithms essential to the compatibility of the network. In addition, the Federal Flash algorithm which allow the federal government to deploy the zoned radios globally. Without it a radio can not access these networks and communicate emergency instructions. This is the MDC1200 signaling algorithm. The Radio Programs Branch relies on Motorola equipment to meet the requirements of the O&M phase now in existence.
