Description
The Department of Health and Human Services, Assistant Secretary for Preparedness and Response, Office of Preparedness and Emergency Operations (OPEO) intends to enter into a noncompetitive contract with the Center for Biosecurity at the University of Pittsburgh Medical Center (UPMC) who will team with Innovative Emergency Management (IEM). UPMC/IEM will develop a new evaluation framework and research methodology for the Hospital Preparedness Program (HPP) and for the Healthcare Facility Partnerships Program to enable HHS to meet the requirements of the Public Health Services Act, as amended by the Pandemic and All-Hazards Preparedness Action (PAH PA). UPMC/IEM will develop a conceptual model to evaluate hospital and community preparedness, and the elements needed to achieve preparedness; describe the HPP and assess the impact of the HPP with the framework of the model using a combination of qualitative and quantitative data collected in hospitals and communities throughout the country; assess the feasibility of adopting the model and its data context and recommend steps that may be taken to achieve it; contribute to the development of sessions for an ASPR sponsored Data Conference, and present preliminary plans or finds.
