Description
The National Cancer Institute (NCI) Division of Cancer Epidemiology and Genetics (DCEG), Hormonal and Reproductive Epidemiology Branch (HREB) plans to procure on a sole-source basis, in accordance with 13.106-1(b)(1), with the University of Wisconsin at Madison, 1525 Linden Drive, Madison, WI 53706-1596; services to identify host and viral biomarkers that will distinguish those women with HPV infections that are likely to clear infection from those that are likely to have persistent infection and progress to cervical cancer. The Study to Understand Cervical Cancer Early Endpoints and Determinants (SUCCEED) is being conducted to identify host and viral biomarkers that would molecularly distinguish women "at risk" of progressive cervical neoplasia. The procurement will expand previous contracts where SUCCEED tissue specimens were evaluated and answer critical scientific questions for which SUCCEED was designed to address. In addition to expanding the number of SUCCEED specimens evaluated for host and HPV expression from the microdissected epithelial cells, this requirement will include evaluation of the adjacent stromal cells, which currently remain frozen at the University of Wisconsin at Madison. As has been done with epithelial cells to date, the University of Wisconsin at Madison shall extract RNA from the stromal cells and evaluate gene expression with the Affymetrix U133 Plus 2.0 human genome microarray and the University of Wisconsin at Madison's in-house human papillomavirus expression array. In addition, this requirement seeks to further expand the evaluation of microdissected epithelial cells to include microRNA expression using the University of Wisconsin at Madison's in-house microRNA expression array. Services shall be provided for one year from the date of award. Handling of specimens in an identical manner as those handled under the previous contract is mandatory and essential for the scientific integrity and validity of the project. All data elements obtained under the present contract must also be identical to the data elements obtained under the previous contract for combined analysis. The specimens under the proposed contract and with those handled in the previous contract can not be handled or evaluated differently since their results are intended for a single combined analysis. The same techniques and assays must be applied to all specimens equally in order to obtain standardized and scientifically sound results across all specimens so that results can be evaluated in totality. In addition, the HPV chip and the microRNA chip are unique to the University of Wisconsin at Madison. The University of Wisconsin at Madison is the only known source with an HPV chip that has the ability to detect unintegrated HPV DNA. Both the HPV chip and the microRNA chip are produced solely by the University of Wisconsin at Madison and the utilization of these assays is integral to the analysis of SUCCEED specimens for host and viral expression. This is not a solicitation for competitive quotations. However, if any interested party believes it can provide the above service, without introducing new variables into an ongoing research experiments, it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. An original and one copy of the capability statements must be received in the contracting office by 1:00 p.m. EDT, on August 31, 2007. Faxed and emailed capability statements are NOT authorized. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
