Description
The U.S. Department of Commerce (USDOC), National Marine Fisheries Service (NMFS), in St. Petersburg, FL., intends to award a sole source purchase order to Third Sector New England, Inc. Boston, MA., to assess how water flow affects habitat used by Shortnose Sturgeon in the Santee River. This assessment will consist of four principal tasks. Task 1 is project implementation, developing the framework and a strategy for completion the Santee River Instream Flow Study Technical Analysis. This will require coordinated effort with the NMFS and other to obtain existing habitat/species and instream flow studies and data for the river. Task 2 is actually conducting the Analysis based on existing data and the evaluation of existing studies models and instream flow studies. It will include studies prepared as part of the Project relicensing proceeding including the Riverine, Two-Dimensional Model Study (R2D), Index of Hydrological Alteration (IHA) and Relative Value Approach (RVA) both developed by the Nature Conservancy, Water Quality Studies, Microhabitat Study Appendices, Instream Flow proposals, and application of the Santee River Basis Model (SRM). Task 3 will be peer review of assessment findings by 3 independent scientists in coordination with the NMFS. The review will be documented in a draft report delivered to the NMFS. Task 4 is the preparation and submission of the final assessment report that includes a summary of the proposed instream flow; alternative and preferred alternative instream flow regimes for the Pinopolis Dam tailwater area, the St. Stephen Hydroelectric Project and Santee Rediversion Canal and the 37-mile bypassed reach of the Santee River below Wilson/Santee Dam. The tasks must be complete within a 120 calendar day timeframe. Minimum qualifications: Software and data management tools required to apply the "Middle Scale Habitat Simulation Study" (MESOHABSIN) on hydrologic analysis. Unpublished data and field notes from past efforts in the Santee Basin that are required to complete the analyses that are needed to establish the instream flow requirements of shortnose sturgeon in the Santee Basin. Sufficient familiarity with past efforts to assess the instream flow requirements of shortnose sturgeon in the Santee Basin to produce the products required by NMFS within the regulatory timeframe dictated by statute and regulation. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source . Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within ten (10) days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. All responsible sources may submit a proposal, which shall be considered by the agency. Interested firms shall include, in writing, the company name, address, point of contact, telephone number, and business size; a detailed statement regarding their capabilities and qualifications, references. The documentation provided must demonstrate the firm?s knowledge of and familiarity with the instream flows at the Santee-Cooper Hydroelectric Project; the Endangered Species Act, the Federal Power Act as well as the studies referred to in this announcement.
