Description
The Defense Threat Reduction Agency (DTRA) Contracting Office, Albuquerque, NM intends to award a single source contract to L-3 Communications, Titan Corporation. A previous notice for sources sought for this requirement was posted Mar 29, 2007 under reference number HDTRA2-08-C-0000. The objective for this nuclear weapons effects (NWE) Test Support contract is to provide for the continued availability of all of the DTRA NWE simulators in support of U.S. Government agency NWE testing and commercial businesses needs. DTRA NWE simulators are currently located at the L-3 Communications Titan Corporation?s facility in San Leandro, California, and DTRA does not intend to relocate the simulators at government expense. The contractor will be responsible for its economic viability, and marketing of test capabilities to potential customers, in conjunction with performing the tasks described in the Statement of Work (SOW). The draft SOW will be made available to interested parties upon request. DTRA conducts a broad spectrum of specialized test support for DoD nuclear systems survivability programs and the DOE Stockpile Stewardship program. This effort requires operation and maintenance of DTRAs Double-EAGLE, Pithon, and Modular Bremsstrahlung Source (MBS) Simulators. In addition this effort requires the operation and maintenance of the Simulator Operating System, Data Acquisition System, and DTRA-owned hardware associated with the Pulserad 1150 simulator. Results derived from these activities shall be captured through comprehensive documentation. DTRA will not pay the contractor for these services. These services will be funded by customer test fees. The contractor shall operate and maintain DTRA?s x-ray simulator capabilities to support customer testing. This may include, but is not limited to, providing engineering and scientific support to test customers; assisting in test design, data collection and analysis; performing routine maintenance and repairs on DTRA simulators; maintaining an adequate stock of spare parts and an active inventory control system; keeping detailed configuration control records of changes to simulators; performing upgrades to simulators to meet near-term test customer requirements; maintaining an archive of test data; operating and maintaining the simulator control system and data acquisition system; and facility security and Environmental, Safety and Health (ESH) programs. In exchange for these services the contractor will be permitted to use the above Government Property (GP) to perform contracts separately with federal agencies, defense contractors, and commercial businesses to provide test support, test time, and upgrades. The DTRA Simulator Program has provided test support to numerous weapon and satellite system customers. Past customers have included the Air Force MILSTAR, Small ICBM, B1 Bomber, Minuteman III, Army Pershing Missile and THAAD; and the Navy Trident Program. Current customers include the Air Force Advanced Extremely High Frequency (AEHF) and Space Based Infrared Systems (SBIRS) satellites; Navy/Sandia National Laboratories (SNL) Trident Life Extension and SNL Stockpile Stewardship Programs. Emerging weapon system program offices that have expressed an interest in testing at the DTRA simulator facilities include the Air Force Space Tracking & Surveillance System (STSS), Transformational Satellite (TSAT), the Trident/Minuteman III Replacement ICBM and the MDA exo-atmospheric and multiple kill vehicle systems. In addition to providing test environments for survivability testing, DTRA simulators have been used to validate a substantial number of Nuclear Weapons Effects (NWE) models and associated effects. These computer models are an integral part of the survivability validation process and provide the system developer with a cost effective way of designing survivability into their system before hardware fabrication has started. The list of codes and models validated on DTRA models is substantial. Some of the model and code phenomena that DTRA Simulators have been used to validate include internal EMP, Circuit Response, Photocurrents, Thermal Structural Response, System Generated EMP, Combined Thermal Loading, Device Physics, Transient Radiation Electronic Effects, Material and Structural Response and Space and Ground System Effects and Assessment. The subject contract action is for services for which the Government intends to solicit and negotiate with only one source (L-3 Communications, Titan Corporation) under the authority of FAR 6.302-1(a)(1). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within 15 days after date of publication of this synopsis will be considered by the Government. Contract award is anticipated for 21 December 2007. This synopsis does not constitute an invitation for bids (IFB) or a request for proposals (RFP) and shall not be construed as a commitment by the government. GPE numbered note 22.
