Description
The Fleet and Industrial Supply Center (FISC) Norfolk, Contracting Department intends to procure various medical laboratory supplies for the U. S. Naval Medical Research Unit No. 3 in Cairo, Egypt. This solicitation is 100% set-aside for small businesses; the size standard is 500 employees. The applicable FSC Code is 6505. The proposed requirement will be awarded under a Firm Fixed Price contract, ?brand name or equal.? If items called for by this Request for Quote (RFQ) have been identified in the solicitation by a ?brand name or equal? description, such identification is intended to be descriptive, not restrictive, and to indicate the quality and characteristics of products that will be satisfactory. Quotes offering ?equal? products (including products of the brand name manufacturer other than the one described by the brand name) will be considered if such product(s) is(are) clearly identified in the quote and is(are) determined by the requiring activity to meet fully the salient characteristics requirements stated in the RFQ. Unless the vendor clearly indicates in their quote that they are offering an ?equal? product, the quote shall be considered as offering a brand name product referenced in the RFQ. If the offeror proposes to furnish an ?equal? product, the brand name of the product to be furnished shall be provided in the quote. A complete RFQ package will be available on or around August 13, 2007. The package is available by downloading the documents at the NECO Website as follows: http://www.neco.navy.mil or at http://www.fedbizoops.gov. This office no longer issues hardcopy solicitations. By submitting a quote, the offeror will be self certifying that neither the principal corporate officials nor owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any Federal Agency. The Contracting Officer reserves the right to conduct verbal or written discussions with respect to other than price with the offerors at anytime prior to award. The prospective a wardees must be registered in the CCR database prior to award, during performance, and through final payment of any contract resulting from this solicitation, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the CCR database will make the contractor ineligible for award. Contractors may obtain information on registration and annual confirmation requirements by calling 1-888-227-2423, or via the Internet at http://www.ccr.gov/ at anytime prior to award.
