- The Naval Air Warfare Center, Weapons Division, China Lake, CA intends to procure on an other than full and open competition basis the following items: 1) A three year electronic subscription, with the second and third year as government options, to Compendix Engineering Village. This requirement is sole sourced to (Elsevier Engineering Information Inc., 360 Park Avenue S, New York, NY 10010) because Elsevier Village is the premier web-based platform for information and research delivery to the engineering community allowing library patrons 24 hour access to the information they need. Any firms believing that they can provide the web-based platform for the sharing of research information to the desktop may submit a written response to be received at the Contracting Office no later than 5 days after the date of publication of this notice. It must clearly show the firm's ability to be responsive without compromising the quality, accuracy or reliability of the web-based platform for the sharing of research information to the desktop without causing programmatic hardship. All responsible sources may submit a quotation which shall be considered by the agency.
