Description
DESIGN/BID/BUILD REPLACE FUEL STORAGE AND LOAD FACILITIES, CURRY COUNTY, CANNON AIR FORCE BASE, NEW MEXICO. The proposed procurement is unrestricted, open to both large and small business concerns. NAICS is 237120/SIC 1623, with a size standard of $3 1,00 0,000.00. The magnitude of construction is more than $10,000,000.00. Bonding will be required for this acquisition. The offerors attention is directed to Section 00100 in the Solicitation for information regarding the tour of the site. Plans will be i ssued on or about August 23, 2007, with proposals due on or about September 24, 2007. Large Business firms are required to submit a subcontracting plan with the following minimum goals: 51.2% for small business; 8.8% for small disadvantaged business; 7 .3% for w omen-owned small business; 3.1% for HubZone small business; and 1.5% for Service-Disabled Veteran owned Small Business. This solicitation will not be issued on paper. WORK CONSISTS of the renovation of the existing tank farm at Cannon Air Force B ase, NM. The tank bottom of two of the large fuel storage tanks will be replaced with a double layered tank bottom with leak detection. The existing fill stands, off-load area, and distribution piping to the tanks will be demolished. New truck off- load stands, new truck fill stands, and distribution system will be constructed so that the fueling capacity of the Base will be greatly enhanced. The new facility will handle several types of fuel; JP-8 aircraft fuel, diesel, and gasoline. A new 3 750 SF control and pump house building will be constructed to manage the fueling system. Site-work includes the construction of a concrete ramp for vehicles, valve pits, and a 12,000 gallon above ground storage tank. The existing concrete dikes to the fuel storage tanks and dike liner will be repaired from the demolition of the fuel distribution system and the construction of the new tank bottoms. This project will be advertised as a Request for Proposal. Competitive proposals will be evaluate d based on the evaluation criteria set forth in the solicitation package. Evaluation by the Government will result in selection of a firm that represents the best overall value to the Government. Proposed procurement will result in a firm fixed price contr act.
