Description
Operational Contracting, United Sates Air Force Academy, CO intends to award a Sole Source requirement utilizing simplified acquisition procedures to SUROS Surgical Systems, Inc 6100 Technology Center Drive, Indianapolis, IN 46278, for a base year with 2 one year options, using FAR 13, as supplemented with additional information included in this notice. This proposed contract action is for procurement of a warranty service agreement for which the government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1. This notice of intent is not a request for competitive quotations; however, all proposals/responses received within five (5) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. The North American Industrial Classification System (NAICS) number is 339112 and the business size standard is 500 employees. Description: SUROS Surgical Systems are offering ATEC systems for MRI console and Stereotactic/Ultrasound console. The Pearl/Emerald Gold warranty includes the Extended Service agreement shipping, loaner service/console, labor, parts, tools and transportation. Obsolescence Protection; upgrade options or platform changes. Preventive maintenance; 2 times during coverage recommended every 18 months. 4 year Sapphire Gold Extended Service 4 year Pearl/Emerald Gold Extended Service agreement to include shipping, Loaner Service/Console, labor, parts, tools and transportation, 24 hour coverage is essential for the service agreement, SUROS Surgical Systems is protected by a proprietary patent. This requirement includes but is not limited to; replacement parts and/or individual components for upgrades revisions or repair. The Government has determined that no other sources that can satisfy this agency requirement. This notice of intent is not a Request for Quotes (RFQ). Those who believe they can provide the warranty service agreement must submit their technical data (2 pages or less) to support their claim NLT 12:00 PM Mountain Daylight Savings Time, 22 Aug 2007 , to 10th ABW/LGCB, Operational Contracting Office, 8110 Industrial Drive, Suite 200, USAF Academy, CO 80840-2315. Responses received after this date and time will be considered late in accordance with 52.212-1(f) and will not be evaluated. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The government does not intend to pay for any information provided under this synopsis. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions). (d) The ombudsman has no authority to render a decision that binds the agency.
