- NOTICE OF CONTRACT ACTION FOR NOTICE OF INTENT TO AWARD SOLE SOURCE PROCUREMENT FOR AN AIRBORNE COMMON DATA LINK TERMINAL. This is an announcement that the Air Force Research Laboratory (AFRL) intends to award a Sole Source contract to L-3 Communications Systems - West, for the purpose of supplying 1(one) 274 Mbps Common Data Link (CDL) airborne terminal for use with the Autonomous Real-time Ground Ubiquitous Surveillance - Imaging System (ARGUS-IS). This effort would include but not be limited to: supply one subject CDL terminal with an industry standard gigabit Ethernet (IEEE 802.3z) interface, digital and waveform processing consistent with CDL standards (CDL 7981990, Rev F), operation and interoperability compliance as specified by the Joint Interoperability Test Command (JTIC), integrated KGV-135A Type 1 encryption, a 70 Watt RF amplifier, CDL specified filtering, an omnidirectional antenna suitable for a 50 km range and integration technical support. Delivery will be required not later than 15 months after receipt of order. Vendors who are capable of providing the services stated above shall fully identify their interest and submit, in writing, information documenting their qualifications and capabilities to meet the requirements stated above within 15 days after publication of this synopsis. Responses must be submitted to Dawn M Ross, Contracting Officer, via email at dawn.ross@wpafb.af.mil. Responses received after 15 days or without the required information will be considered non-responsive to the synopsis, and will not be considered. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
