Description
Eglin AFB has a requirement to construct an addition and repair Building 430, Eglin AFB, FL. The NAICS code for this requirement is 236220, and the size standard is $31 million. This acquisition is RESTRICTED as a COMPETITIVE SERVICE DISABLED VETERAN-OWNED SMALL BUSINESS (SDVOSB) SET-ASIDE. This is a Performance Price Trade-Off acquisition, and award will be made upon the Best Value to the Government in accordance with FAR 15.3. The Government reserves the right to award this contract to other than the lowest proposed price. All responsible sources may submit an offer that shall be considered by the agency. This project includes, but not limited to: providing all plant, labor, new materials, new equipment, supplies, transportation, communication, coordination, documentation, disposal off Eglin AFB, clean-up, as-built/record electronic AutoCAD drawings, investigation, management, meetings, surveys, sampling, testing, reports, permits, samples, salvage, packaging, storage, submittals, supervision, technical expertise, and perform all work effort necessary to repair existing Building 430 and construct an addition to the existing Building 430 that is complete for this project on Eglin AFB, Florida. All work shall be prepared and constructed in strict accordance with the performance requirements, specifications, drawings, current codes, terms, and conditions specified. Work efforts include demolition, site work, foundation, structural, masonry, mechanical, architectural, finishes, plumbing, HVAC, DDC, Fire Alarm Control Panel, Mass Notification System, Automatic Fire Suppression System, fire protection/notification, communications, security, and electrical. Existing facility will have new office area, storage, walls, ceilings, repairs, flooring, finishes, doors, hardware, handicapped rest rooms with showers, storage, ABC fire extinguishers and recessed cabinets, entry, steps, ramp, handrail, storage, communications, plumbing, fixtures, central electrical service, lighting, receptacles, steps, ramp, railing, and entry foyer enclosure connecting 430 to addition. Addition will consists of 6 inch reinforced concrete slab 3,500 psi, grounding, pre-engineered structural steel building with rigid end walls, structural standing seam metal roof with concealed fasteners, 2-hour rated east exterior wall, interlocking concealed fastener clip wall panels, gutters, down spouts, precast splash blocks, doors, frames, hardware, locks, windows, laminated and insulated glazing, electrically operated insulated overhead door sealed with wind locks, base cabinets with shelving, laminate countertops and edges, wall cabinets and shelves, flooring, cylinder storage, piping, exhaust hood, ventilation, automatic fire suppression system, gates, driveway, walkway, split-faced CMU mechanical yard wall enclosure with precast caps, Federal 595b Colors, government furnished / contractor installed equipment, sealed liner panels on walls and ceiling for Chamber, lab equipment, installation of government furnished equipment, suspended hangars, signage, unit logo, HVAC system with DDC controls, grounding, lightning protection, telecommunications, and electrical. Facility will not remain in operation during demolition and construction. Work areas shall be isolated from other portions of the building to reduce disturbance. The project materials, equipment, and installation shall conform to all current codes standards, and manuals including but not limited to: IBC, National Fire Protection Association, Life Safety Code 101, International Building Code, Florida Building Code 2004, Department of Defense, Unified Facilities Criteria, Air Force, Eglin Air Force Base Architectural Compatibility Standards, Americans with Disabilities Act, and Uniform Federal Accessibility Standards. The above general description of work does not in any way limit the responsibility of the contractor to perform all work, furnish all labor, materials, and equipment complete and be responsible for the professional quality, technical accuracy, and coordination in accordance with the specifications and drawings. The performance period includes ordering materials, submittals, planning, demolition, commissioning, rework, testing, clean-up, and final inspection for this project and shall not exceed 180 calendar days. Estimated dollar range is between $500,000 and $1,000,000. This is a paperless acquisition. Paper copies of the solicitation wil not be issued. The Government Request for Proposal (RFP) will be made available on the Web Site (http://fedbizopps.gov/) on or about 16 JULY 2007. The ESTIMATED PROPOSAL DUE DATE is 16 AUGUST 2007. No response to this notice is necessary and no Source List will be maintained. Prospective contractors must be registered in the DoD Central Contractors Registration (CCR) (http://www.ccr.gov/) and Online Representations and Certifications (ORCA) (https://orca.bpn.gov/login.aspx) databases prior to award of a Government contract. Offerors are further advised that failure to register in the CCR and ORCA databases will render your firm ineligible for award. Registration requires applicants to have a DUNS Number. Recommend registering immediately in order to be eligible for timely award. Funds are not currently available for this project. No award will be made until funds are available to make payments under this contract. The Government reserves the right to cancel this solicitation, either before or after closing date, with no obligation to the offeror by the Government.
