- The 20th Contracting Squadron at Shaw AFB, SC intends to award a contract for Transient Aircraft Services on solicitation number FA4803-07-R-0029. The contractor shall provide all management, tools, supplies, equipment, vehicles and labor necessary to perform Transient Aircraft Services at Shaw AFB, South Carolina in accordance with standards established by the U.S. Department of Defense (DoD) and the United States Air Force. The contractor will be responsible for the following major tasks: a) Transient Aircraft operational and management functions; b) arrival services; c) processing services; d) departure services; e) vehicle/equipment escort service; f) Distinguished Visitor (DV) services; and g) quality/safety and FOD Plans. A firm-fixed price, base and four (4) one-year option periods contract is contemplated. This action is being considered for 100 percent set-aside for Small Business concerns. The applicable North American Industry Classification System (NAICS) code is 488190 with a small business size standard of $6.5 mil. The Government will evaluate offers utilizing Performance Price Tradeoff (PPT) procedures. Recent and relevant past performance will be evaluated. The successful contractor will be selected using Price Performance Tradeoff (PPT) procedures, representing the best value to the Government. A formal Request for Proposal will be issued on or about 15 August 07 on the Federal Business Opportunities web page at http://www.eps.gov. Offers shall be submitted via paper copy. Procurement documents will NOT be directly provided in a paper hard copy format or CDs. Once the solicitation is posted, it is incumbent upon the interested parties to review the website frequently for any updates/amendments. The closing date and time for submission of offers and site visit information will be contained in the solicitation package. By submission of an offer, the offeror acknowledges that the prospective awardee must be registered in the Central Contractor Registration (CCR) at www.ccr.gov database prior to award, during performance, and through final payment of any contract resulting from this solicitation.
